The Santa Monica Sister City Association would like to request the City's support of the
Interuational Soccer Youth Soceer Tournament which will be held at Santa Monica
College from July 28, 2009 to. July 31, 2009.
Several years ago Santa Monica's Sister City Fujinomiya, Japan sponsored a similar
tournament. Over 90 youths and their parents represented Santa Monica in this Sister
City Youth Soccer Tournament. Our girl's team won the tournament. 1 am attaching a
picture of our winning team.
This yeaz we have invited our sister cities' youth soccer players to participate in this
Tournament. Chui Tsang, President of Santa Monica College is the chairman of the
Youth Soccer Tournament Committee. Santa Monica College and Santa Monica Unified
School District will be the sponsors and have promised to provide the fields and
personnel to run the four day Tournamenrt. This represents an in-kind donation of
approximately $7,500.00. Also the Santa Monica Daily Press is a Champion Sponsor of
this Tournament.
I am enclosing a budget for the tournament. We would like to request that the city to
match from the council contingency fund the donation from the College and School
District for $7,500.00. This money will be used to help house the players at UCLA and
also for transportation.
I am enclosing the tournament description, a copy of the picture of our winning team in
Japan and the copy of the budget. I am also including an invitation to our Kick-Off
Reception on March 1, 2009 at the Santa Monica Family YMCA. We aze looking
forward to seeing you there and getting your support to this Tournament. Thank you for
your consideration.

TOURNAMENT DESCRIPTION
The Santa Monica Sister City Association is proud to present the first International Youth
Soccer Tournament to be held in Santa Monica, California, USA on July 29, 30 and 31,
2009. The tournament is open to invited teams having participants ranging from I S
through 18 years of age. Each team is guaranteed 5 games over the three day period.
The tournament will culminate in a championship game and banquet at the end of day
three.
The tournament will beheld on three new full FIFA sized artificial turf fields located in
the beach city of Santa Monica. Athletes will be housed at UCLA, local transportation
will be provided, and variety of receptions and entertainment events during the
tournament period will take place.
Teams will participate by playing teams from other countries in five pool play games
over the first two and a half days. Scoring will be as follows: 6 points for a win, 3 points
for a tie, one point for each goal up to three goals. At the end of pool play, the top two
teams will play for the tournament championship. The format is subject to adjustment in
the event more teams are accepted into the tournament so that every participating team
will have an equal number. of games and equal chance of competing to be in the
tournament championship game. A girls division will be added if there is sufficient
interest.
We look forward to having you join us for this exciting event promoting friendship
through soccer and featuring young athletes from three continents.

INVITATION TO PARTICIPATE
TO EACH SISTER CITY OF SANTA MONICA YOU ARE INVITED TO
PARTICIl'ATE IN THE INT'ERNATIONSAL YOUTH SOCCER TOURNAMENT
Each team shall be made up of 20 players plus Coaches, and Adult Advisors
Each team is responsible for a Team Registration fee of $250.00, all travel to and from
Santa Monica and a player registration fee of $500.00 per player. A girls division will be
added if there is enough interest. Each player must fill out the RegistrationlWaiver Form
and a Release form.
The player registration fee includes: Housing and most meals at the University of
California, Los Angeles Olympic Village, Welcoming Reception, Team Participation in
Five Games, Local Entertainment, Tournament Championship Game, and Closing
Banquet.
The Santa Monica Sister City Association will offer a limited number of scholarships for
students who are unable to afford the registration fee if they apply before December 15,
2008 on the Scholarship form with their photo. There are no Santa Monica Sister City
scholarships for transportation at this time.
