This office has received a request from Robert
J. Mayer, Architect for the modernization of the Mullen
and Bluett Store at 1231 Third Street Mall, for permission
to encroach onto Gity property in connection with the in-
stallation of a new store front. The requested encroach-
ment consists of:
1) six columns, encroaching 5 inches, full.
height of building;
2) two columns, encroaching 5 inches, from
10'-8" above sidewalk to top of building;
3) file veneer facing, encroaching two inches,
from 10'-8" above sidewalk to top of building.

The Municipal Code provides that encroachments
over 2 inches must be approved by the City Council.

CONSISTING OF:
8 pilasters, 1'-6", encroaching 5", six of which extend full height
of building, with two extending from building parapet to top of
canopy, 10'-8" above grade.
Tile veneer, encroaching 2", between pilasters, all above canopy
10'-8" above sidewalk.
RECOMMENDATION:

Dear Mr. Kennedy:
6tie are the Architectural firm presently engaged in
designing a new Mbllen F, Bluett store to be located
in the existing Kress Building located at 1231
Third Street,-Santa Monica. The construction wor3~
tiri11 encompass an alteration to the existing build-
ing including. a near store front and building facing,
as well as complete interior renovatoax.
It is the intent of the building Qwners, 5itallen
Bluett Stores and our Architectural firm to design
an attractive store which will improve the appearance
of the building for the City, as well as conforms to
the beautiful i4a12 that tree just been completed.
In creating this design, it will be necessary for
us to make a slight encroachment past the property
tine at six locations along the face of t'aze building
as shown on the accompanying sketch. The reason
that this has to be done is that the present build-
ing, trhich is a poured concrete building, is built
right up to the property line. In order to beautify
and remodel this front, the have to apply the veneer
materials on the face of the existing Concrete buildP
ing. Other~rse, it would be necessary to tear down
the entire front of the building.
In order to accampiish the above, per enclosed draw-
ings and perspective sketch, tae are hereby rec{uesting
from your Honorable City Council that an Encraachment
Permit be granted. A description of the encroachment

would be a total of eight pilasters applied to the
face of the building with only six pilasters coming
down to the sidewalk; the other two-would end at the
top of the existing .canopy. These pilasters would
be approximately 1~-6" wide by 5" out £rom the pro-
perty line. The pilasters would not require any
breaki~~ of the existing sidewalk or any footings,
and would end at the sidewalk line. They would be
constructed of Portland cement or piaster as shown
on the perspective. In between the pilasters would
be a thin glazed ueneer material, na more than 2°t
from the building including the grouting which would
occur above the windows and on the window bulkhead.
It is the earnest desire of all concerned to provide.
a beautiful building, and one that will help to imp
prove the architettura2 appearance of the xzall for
the City of Santa I~xonica.
