Proposed Vacation of Portion of South Ocean Avenue Stith the cornpl.etion of construction of Barnard ',lay and the'acco;npanying widening of Ocean Avenue between Bicknell Avenue and Hollister Avenue, a very dangerous traffic con- dition has developed at the intersection of Bicknell Avenue, Ocean Avenue, and South Ocean Avenue (see attached map). This is an extremely wide intersection, one that is made even more hazardous by the fact that Bicknell is one of the two entrances to the beach parking lots. Ocean Avenue, between Pico Boulevard at Neilson 'vday and Bay Street, is one-way southbound: south of Bay Street it is tyro-way. South Ocean Avenue, from Pico Boulevard a.t Appian L1ay to Bicknell, is tyro-way and serves only the Del iYlar Club. Two dangerous traffic movements occur at this intersection vahich we feel should be eliminated in the interest of ;public safety. To accomplish this objective, it is the reco.~menda- tion of this office that South Ocean Avenue between Bay Street and Bicknell Street be vacated and closed. This action will el;ninate the follovring hacardous moveri~ents; 1) ?ig~t turns from southbound Ocean Avenue traffic either must merge with or weave across thepatih 01 southbound traffic on South Ocean Avenue.. :inasmuch as Bicknell Avenue, ,vhich enters this carne intersection, is also the entrance to the beach parking-lot, both of these sout'bound movements are further complicated 'oy the heavy} right turn movement into the parkin;; area. SubJect: Proposed Vacation of Portion of South Ocean Avenue 2j Due to the peculiar alignment of the intersection, northbound traffic on Ocean Avenue enters South Ocean Avenue on what is almost a direct line. .Ocean Avenue north of Bicknell actually enters at a relatively sharp angle as shown on the attached map, leaving a broad area of intersection exposed to traffic conflict between north and southbound vehicles. Patrons of the Del Mar Club destined to, or originating from, the area-south of the club itself would be somewhat inconvenienced by having to traverse a path utilizing Ocean Avenue and Bay Street. However, in-our opinion, this slight inconvenience vrould be more than offset by the improved safety of the Ocean Avenue-Bicknell intersection. The property on both sides of the portion of South Ocean Avenue proposed to be vacated is City-owned - the small landscaped parcel on the east side as well as the park on the west side. It is recommended that the City Council be requested to authorize the Street Superintendent to initiate proceed- ings for the vacation of that portion of South Ocean Avenue between Bay Street and Bicknell. ,.-r, ,, ,~~ _.
