Lighting Second and Third Courts - Adjacent to
Third Street Mall
Numerous requests have been received by this office to
install lighting in Second Court and in Third Court, between
Wilshire Boulevard and Broadway, to serve the soon-to-be-
completed Third Street Ma11. It is the opinion of those
making this request, an opinion in which I concur, that the
increased use of these alleys, generated by persons parking
on the Second Street and Fourth Street lots, necessitates
the installation of adequate lighting in these alleys.
An investigation has shown that the most practical vray to
illuminate these. alleys is to install mast arms and
luminaires on the existing General Telephone Company poles
and serve them with overhead wiring. Metered electrical
service is available from four parking authority lots:
fwo additional metered service points will be required.
A total of thirty-one 4000 lumen luminaires will be re-
quired {5 each in 5 blocks and 6 in 1 block).
The Third Street merchants were assessed for modern street
lighting in the late 195fls. These lights have been removed
and said property owners again are being assessed for street
lighting in connection with the Mall. It is the opinion of
this office that the lighting of the alleys behind those
properties fronting on the Mall is of general public inter-
est and should not be assessed against the property owners.
The total estimated cost of this installation, using City
forces, is $4,500. No funds currently are budgeted for
this work. Therefore, it is recommended that the City
Council be requested to appropriate $4,500 and authorize
the installation by City forces of the alley lighting
described above.
