The remainder - seven or more - were opposed. Only the Pacific Electric Railway did not reply. The P.E.R.R. historically has opposed assessments for street imorove- ments. City Council policy in the .past has been to (1) not include City-owned frontage in computing percentages favoring, and (2) to sustain a majority protest. Accordingly, it is the recommendation of this office that the proposal to initiate 1911 Act Proceedings for the installation of street lights on 2'oth Street, from Colorado Avenue to Cloverfield Boulevard, be abandoned.
