You will recall that the City Council, at the request of the Admin-
ist-ration (meeting of March 8, lg6o, Item 8-A}, authorized the
Street Superintendent to conduct a survey of property o*,aners on the
subject street to determine whether 1911 Improvement Act Proceedings
for installing street lights should be initiated.
The survey has peen completed, and the results are tabulated below:

Birch Investment Company was the only property owner in favor. The
remainder - seven or more - were opposed. Only the Pacific Electric
Railway did not reply.
The P.E.R.R. historically has opposed assessments for street imorove-
ments. City Council policy in the .past has been to (1) not include
City-owned frontage in computing percentages favoring, and (2) to
sustain a majority protest.
Accordingly, it is the recommendation of this office that the proposal
to initiate 1911 Act Proceedings for the installation of street lights
on 2'oth Street, from Colorado Avenue to Cloverfield Boulevard, be
abandoned.
