On two recent street lighting projects it has been necessary
to grant the contractor an extension of time due to his
inability to obtain the specified incandescent luminaires
within the contract time, This delay is due to the fact
that the supplier considers incandescent luminaires "obsolete"
and does not maintain a local stock.
At the May 18, 1871 Council meeting (2tem 8-M) we recommended
as follows:
"In order to eliminate a recurrence of this situation on
future projects a change in policy and/or procedures would
be required, as follows;
"1) Policy change to permit the use of mercury vapor
luminaires in lieu of incandescent luminaires on
all projects, Original cost is about the same,
but energy costs are about 50~ less (for the same
level of illumination) and lamp life is increased
from 1000 + hours to 16,000 + hours. Most existing
systems could be converted to mercury vapor,
"2) Continue the use of incandescent luminaires, with
the City buying and stocking the luminaires and
supplying them to the contractors."
At this same .meeting it was pointed out that a trial installa-
tion of mercury vapor luminaires had been made some weeks before
on Twentieth Street, between Georgina and Carlyle Avenues, The
Council instructed me to make a similar installation on an
adjacent street where there are no tall trees .and to bring the
matter back to the Council when these lights had been installed.

Subject: Use of Mercury Vapor Luminaires on
Residential Lighting Projects,
In compliance with the above, mercury vapor luminaires have
been installed and are in operation on Georgina Avenue,
between Nineteenth and Twenty-first Streets. No comments,
either pro or con, have been received from residents on
Twentieth Street or Georgina Avenues
It is the recommendation of this office that alternate (1}
above be approved, and that the following policy be adopted:
1) Use mercury vapor luminaires (color corrected) on all
future Lighting projects.
2) Survey property owners abutting existing incandescent
systems, and, if the majority do not oppose the
conversion to mercury vapor luminaires, accomplish
such conversion in an orderly manner as funds are
made available.
