As you know, the Gity Council, at its meeting of August 22, 1972, approved my recommendation for revising the Cityts 1911 Act Street Lighting Program by means of installing lights within districts instead of the past procedure of installing them on a block-by-block basis, However, during the above mentioned meeting, there was little discussion as to what action should be taken regard- ing property oumers who might request a petition for street lights on their block, when their block is not included in the current lighting district being considered for that particular year, It is my recommendation that requests for street lighting petitions be handled in the following manner: 1, Request shall be made in writing to the City Engineer requesting a petition for a particular block or blocks, 2. Street Superintendent shall prepare the petition and deliver same to the property owner requesting petition, with instructions that the petition be returned to the City after he has obtained the signatures of property owners representing at least 60~ of the street frontage in question. 3. When the petition is returned to the City with the required 60~ signatures, the City Engineer shall prepare the construction plans and specifications, 4, This street lighting project, representing the petition, shall be included with the district street lighting project for that particular year, This would include public hearings, etc. (assuming petition is returned in time; if not, it would be included in the following year's district project)a '~ C Date: Subject September lg, 1g72 Revised Procedure for Processing Street Lighting Petition Requests. Page 2 5. An amount be included in each year's Street Division Budget to cover the City's cost of financing the district lighting project, and a few petition requests projects. Any petition for a large project, or many small projects, would be submitted to the City Council for their determina- tion. I have received a letter, dated September 6, 1972, from Mr. Raleigh Bliss, 1034 - 18th Street, Santa Monica, for a petition for street lights on 18th Street betti~reen Washington Avenue and Wilshire Boulevard. The estimated cost for this project is 8,400. The City's share would be $4,200. It is recommended that the City Council be requested to adopt the above street lighting petition policy, and to authorize me to include the lighting project of the 18th Street project mentioned above in the district lighting project for this year (if the petition is returned in time) with the required 60~ signatures. f DOUG cATEER City gineer DM:fs
