SUBJECT: Priority List for the Establishment of Signalized Intersections
Attached hereto for your information are:
1. The Parking and Traffic Engineer's list of intersections which
in his opinion warrant the installation of traffic signals, and
the suggested priority,
2. The City Engineer's comments thereon.
3. A list of the locations, type of work, and estimated cost of
traffic signal work presently programmed and already provided
for, either through our own budget or with County gas tax
allocations.
It is recommended that the suggestion as outlined in sub-paragraph
(cj of the City Engineer's memo be carried out by authorizing
inclusion of the Seventh and Santa i:-4onica signal design with the work
currently underway on the modernization of 26th and San Vicente,
Udhen bids are received and the actual cost of the installation known,
it may be financed by either an additional appropriation or by
deferring some of the :modernization currently provided for in our
own budget but not yet begun.
V,Tith the exception of the signal at Seventh and Santa Monica, we
would recommend following the priority suggested by the t"~arking anti

SUBJECT: Traffic Signal Priority List
Tn compliance with the January 7, 1964 request of the City
Council, there is transmitted herewith the report of the
Parking and Traffic Engineer setting forth his recommended
traffic signal priority list.
Briefly summarized, he recommends that the following inter-
sections be signalized, and in the order shown:
1 7th Street and Santa Monica Boulevard.
2 33rd Street and Ocean Park Boulevard.
3 30th Street and Ocean Park Boulevard.
4 25th Street and Ocean Park Boulevard.
5 4th Street and Montana Avenue.
Items (1} through (4} are recommended for fiscal 1964-1905.
Item (5) is recommended for 1965-1966. You will node that
he recommends against a signal at 15th and Wilshire Boule-
vard, for the reasons set forth in his report.
I concur in the recommendations of the Parking and Traffic
Engineer, and submit the following comments thereon:
a} The items set forth above are in addition to work
presently programmed, which consists of the following:
i New signal at Neilson Way & Hollister ..... $ 3,700
2 Modernization of signals at

3) Pedestrian control signals at 6 inter-
. sections in the Central Business District 12,000
$ 56,875
Of this, $28,300 is being financed by 1962-1963 and
1963-1864-County Gas Tax allocations. The balance of
$28,575, consisting of 3 modernizations and 2 pedestrian
controls, is being financed through our own 1963-1964
budget.

Subject: Traffic Signal Priority List
b) The only way that Gas Tax funds could be obtained
to finance the five signals listed above, prior to
fiscal 1964-1965, is by cancelling our present
County Gas Tax project 72 and requesting the County
to re-program the funds. I strongly recommend that
this not be done. We are in the transition period
of Senate Bill 344 whereby our Major City Street
system no longer exists and our new Select Aid
system has not yet been established. To cancel a
program now could very well result in the loss of
the appropriation until after our new Select Aid
System has been approved, which will probably not
be before May or June.
c) If desired, the signal at 7th Street and Santa Monica
Boulevard could be included with the design work
presently under way on signal modification at 26th
and San Vicente. This project should be under con-
struction by April. 1, 1964, which is the earliest that
any work could be accomplished regardless of the
source of funds. The necessary appropriation could
be made after bids. are opened and the cost known.
d) No attempt has-been made to project signal needs
beyond 1865-1966. The completion of the Santa Monica
Freeway in late 1865 or early 1966 will most likely
result in changes in traffic flow patterns impossible
to predict at this time.

SUBTECT: Time Allocation--Parking and Traffic Engineering Office
During the discussion of traffic signal locations at the Gouncil meet-
ing of January 7, 1464, we were asked to review the amount of time
the Parking and Traffic Engineering office was devoting to Parking
Authority affairs.
VIr. Johnson has done so. His remarks are attached herewith for
your information.
The man hours necessary to administer the Parking Authority's
affairs are the equivalent of two full-time positions. The require-
ments of the newly formed Parking Advisory Committee will
undoubtedly increase this spread.
The Traffic Engineering function, which we consider of equal impor-
tance, is beginning to suffer by an attrition which appears likely to
become ;Wore acute as the needs of both programs expand.
The request made in the current budget for additional traffic engineer-
ing personnel was a valid request, we believe, and it is our present
intent to again submit a similar request for your consideration in the
forthcoming 1964-65 budget.
