Kennedy, City Engineer SUBJECT: Street Lights on San Vicente Boulevard At a recent meeting the City Council expressed an interest in reconsidering the installation of modern residential street lighting on San Vicente Boulevard between Ocean Avenue and 26th Street. This office has made a study of the cost of this project, using an installation similar to that presently installed on 26th Street and soon to be installed on 4th Street, Bay to Hill, and Ocean Park Boulevard, Neilson Way to Lincoln Boulevard. Average spacing would be 170'; lamp height 25'; light standards would be Marbleite with 6' mast arm. The estimated cost of this project, including 1911 Act Incidentals, is ~i127,000. The approximate total frontage to be assessed is 19,050 feet. The City cost for this project would be X63,500. The cost per front foot to the property owners would be X3.35: the assessment for a 50 foot lot would be approximately $167. Two Yipost card" surveys have been conducted on this project in the past - one for boulevard-type lighting {100°fo assessed to property owner) and one for decorative lighting of the trees in the center parkway. Both surveys were unsuccessful. Due to the fact that (1) properties on the north side, east of 19th, do not front on San_Vicente Boulevard, and (2) properties on the south side, east of 16th Street, have their long side on San Vicente, with a resulting higher assessment, it is doubtful that another post card survey would succeed. - ~ ~~ rJ~.% ~_~?3 i _ '~03 r~ pis i:~~U'e` R~ 1' L' ~'dL i; '~ (J °i' iR C; j~v r. F'~~'~ Cr ?CE April 10, 1968 Page 2 Subject: Street Lights on San Vicente Boulevard It is possible that a favorable response could be obtained if the easterly project limit was set at 16th Street; however, from both a safety and an aesthetic standpoint, I urould strongly recommend against considering any project other than the lighting of the entire length from Ocean Avenue to ?6th Street. It is the opinion of this office that, if the Council wishes to install modern residential lighting on San Vicente Boule- vard, they will have to initiate 1911 Act proceedings with the expectation that they may have to overrule a majority protest.
