SUBJECT: Traffic Signal at Pico Boulevard and Sixth Street
In. compliance with City Council instructions (Items 7A and
B, meeting of May 25, 1971), we have reviewed the relative
merits of the alternate proposals (traffic signal or
pedestrian overerossing) suggested in my May 21, 1871 memo
to relieve the problem caused by high school student
pedestrian traffic at the subject intersection.
Subsequent to the above date, construction has been started
on the Ramada Inn on the southwest corner of Sixth Street
and Pico Boulevard. This construction, by eliminating the
possibility of constructing a fence across said intersection
to force pedestrians to use a pedestrian overpass, has also
eliminated such an overpass as a solution to the problem.
As stated in my May 21, 1971 report, sufficient Warrants -
Accident Hazard and Interruption of Continuous Traffic -
exist to justify a traffic control device at this intersection,
However, such traffic control device will be completely
ineffective unless accompanied by a fence along the center-
line of Pico Boulevard to force pedestrians to cross at the
Sixth Street intersection.
In view of the above, this office recommends as follows:
(1) Installation of a semi-actuated traffic signal at Pico
Boulevard and Sixth Street.
(2) Construction of a solid barrier, consisting of a 4-foot
wide raised island with a i+-foot high chain link fence,
along .the centerline of Pieo Boulevard from Fourth
Street to Lincoln Boulevard, with an 80-foot opening for
both vehicles and pedestrians at Sixth .Street.
This recommendation has been discussed with and has the
unqualified approval of Dr, George Drake and Mr, Porter Leach
of the Santa Monica High .School.

Although the Ramada Inn will in all probability not be com-
pleted until the end of 1972, it is recommended that this
construction be added to our 1971-72 traffic signal program,
and that the City Couneil appropriate $34,000 to Account
413-920 to finance the urork,
