SUBJECT: Traffic Signal Study at Two Specified Locations
During the budget study sessions we were instructed to study
and report back regarding the desirability of installing traffic
signals at two locations: 4th and Montana and 15th and Wilshire.
This has been done, and attached is the City Engineer's report
and recommendation.
You will note that neither intersection meets the statistical
criteria established by the Davision of Highways for expenditure
of gas tax funds.

S°JB3ECT: Traffic Signal Study
As you know, the City Council, during the budget
sessions, instructed the administration to make a study of
the possible need for traffic signals at the following
intersections:
4th Street at Montana Avenue
15th Street at Wilshire Boulevard
In compliance with these instructions, the Traffic
Engineer has taken traffic volume and pedestrian counts at
the above intersections and has investigated the accident
records. At neither intersection do the traffic or pedestrian
volumes or the accident records meet the warrants for traffic
signals as specified in the Planning Manual of the Division
of High~rzays. Gasoline tax funds, therefore, could not be used
to finance the installation of these signals.
This office recommends against the installation of
signals at both locations at this time. In the case of 4th
_~-- and i'~ontana, when truffle volumes approach the point where
volume warrants are rare ::early raet we will request funds
for the installation :::` a signal.
