SUBJECT: Traffic Signal and Parking Restrictions - 20th Street
at Delaware Avenue
The City Council, at its meeting of May 9, 1867
(Item 6-C ), after reviewing the proposed parking restric-
tions on 20th Street at Delaware Avenue in connection
with: the new traffic signal, instructed us to review the
proposal and to submit, at the May 23 Council meeting, a
plan providing for 24 hour parking restrictions on one
side of 20th Street and peak hour restrictions only on
the other side of the street.
The following is furnished in compliance with
this instruction.
Peak hour traffic counts taken since the May g
Council meeting definitely show that a separate left turn
pocket and signal indication to provide for the south-on-
20th to east-on-Delaware movement is required in the
interest of traffic safety. These counts also show that
during peak hours two through-traffic lanes in each
direction also are required.
The above conditions require that there be no
parking on 20th Street, both sides, both ways from the
Delaware intersection, during peak hours.
However, during non-peak hours it is felt that;,:
for the immediate future at least, certain parking can be
permitted adjacent to the .intersection without creating an
undue traffic hazard. Should traffic corriitions after the
signal is placed in operation prove otherwise the matter
will have to be reevaluated at that time.

Attached is a sketch showing the proposed peak
hour parking restrictions, Summarized, they are as follows:
West side, north of Delaware -- -- No Parking Any Time
West side, south of Delaware -- -- No Parking 7-9 a.m.
3-6 p.m.
East side, north of Delaware -- -- No Parking 7-9 a,m,
3-6 p.m.
East side, south of Delaware -- -- No Parking Any Time
The above restrictions comply with the Council
instructions and it is recommended that they be approved.
