SUBJECT: Traffic Signals at Lincoln Boulevard and Montana Avenue
and at Fourth Street and Pico Boulevard.
The City Council, at its meeting of October 12,
1971 (Item 6A) instructed the administration to study and
report on Councilman McCloskey's request that considera-
tion be given to installing "walk-don't walk" indications
i.ri conjunction with the traffic signals at Montana Avenue
and Lincoln Boulevard as well as Fourth Street and Pico
Boulevard due to the heavy volume of school children
crossing at these locations.
In March, 1970, the City Council adopted a long
range Master Plan of intersection signalization, This
plan establishes a priority for the installation of new
signals and the modernization of existing signals, At
present we have approximately 72 intersections with
out-dated signal installations in need of such moderniza-
tion.
In the 1971-72 Traffic Signs and Striping budget
there is an allocation of $75,000 to finance the installa-
tion of new signals on Arizona Avenue at 6th, 11th, 14th,
and 17th Streets and the modernization of the existing
signals at 17th Street and Ocean Park Boulevard. All of
the above is in accordance with the above Master Plan,
In addition, the City Council, on July 13, 1971,
appropriated an additional $34,000 to provide signals and
appurtenant facilities on Pico Boulevard at Sixth Street,
This too is in accordance with said Master Plan,
A total of $109,000, therefore, is budgeted
this year for traffic-signal improvements. For a city the
size of Santa Monica I feel that this is an adequate share
of our overall budget.

The subject signals (Montana at Lincoln and Pico
at 4th) are included in the list of signals requiring
modernization, However, they are somewhat lower in
priority than many other signalized intersections in greater
need of modernization.
The estimated cost of modernizing these signals
is as follows:
Lincoln and Montana .,........ $ 5,50
4th and Pico .....<.....<..... 4,500
Total Estimated Cost ..... $10,000
It is the recommendation of this office that the
priorities in the Pha.ster Plan be adhered to, and that the
subject signals be considered for modernization in their
proper relationship to other signal installations,
Therefore, if the Council wishes to accomplish
this work at this time, they should appropriate $10,000 to
Account 413-g20 to finance the work.
