Sub}ect: Purchase df Three CNG Fueled 1-Ton Trucks with Pressure Washers for
Promenade Maintenance and Solid Waste
Recommended Action
Staff recommends that the City Council award Bid #2958 to Power Line Industries, Inc.
to furnish and deliver three new and unused 1-ton CNG fueled trucks in an amount of
$273,960.
Executive Summary
In accordance with the. vehicle replacement program, three vehicles are due for
replacement. Two vehicles are currently being used by Promenade Maintenance and
one vehicle is currently being used by the Solid Waste Division. Resulting from the
formal bid process, Power Line Industries, Inc. is the best bidder and funds are
available in the adopted budget for vehicle replacement.
Discussion
The CNG fueled trucks with pressure washers will be used by personnel in Promenade
Maintenance as well as in the Solid Waste Division and will replace vehicles scheduled
for replacement. As referenced in the Information Item that was submitted to City
Council on January 15, 2008 (http://www0l.smgov.net/cityclerk/council/information
items/2008/ReducedEmissionsFuelsPolicy.pdf), two of the goals of the Reduced-
Emissions Fuels Policy for Vehicle Purchases are to reduce emissions and to reduce
the use of petroleum fuels. The purchase of these low emission vehicles contributes to
these goals. Additionally, the City continues to purchase reduced emissions fuel
vehicles when available, in accordance with its commitment to sustainability.

Vendor Selection
In September 2008, the City published a Notice Inviting Bids to furnish and deliver three
new and unused 1-ton CNG fueled trucks with. pressure washers, in accordance with
City specifications. Bid forms were mailed to fifty-eight vendors and posted on Planet
Bids, and notices were advertised in accordance with City Charter and Municipal Code
provisions. Three bids were received and publicly opened on October 13, 2008 per
Attachment A.
Bids were evaluated based on ability to meet specifications., competitive pricing and
completeness of bid response. .Based on these criteria, Power Line Industries, Inc. is
recommended award of Bid #2958 to furnish and deliver three new and unused 1-ton
CNG fueled trucks in the amount of $273,960.
Financial Impacts & Budget Actions
Funds for this purchase are available ih account 0540167.589100, Vehicle
Replacement Fund.
