Subject: Barker Hangar Paving Project
Recommended Action
Staff recommends that the City Council:
1. award a construction contract to All American Asphalt, the best bidder, in the
amount of $115,115 plus a 10% contingency for a total of $126,600; and
2. authorize the City Engineer to issue any necessary change orders to complete
additional work within budget authority.
Executive Summary
The Barker Hangar Paving Project repairs an approximately 122,000 square foot area
surrounding. Barker Hangar at the Santa Monica Airport. Following a competitive bid
process, the construction contract is recommended to be awarded to All- American
Asphalt. Construction management and public outreach will be managed by Public
Works staff. Funds in the amount of $126,600 are available in M33063 8.589000
(Runway/Taxiway Slurry Seal).
Discussion
The City has contractual obligations to the Santa .Monica Air Center to pave the area
around Barker Hangar. The pavement in this area is in poor condition and there is
potential for damage to aircraft that park adjacent to Barker Hangar. For these reasons,
City staff has identified the asphalt area around Barker Hangar as a priority for repair.
ContractorlConsultant Selection
A Notice Inviting Bids was published in the Santa Monica Daily Press on December 19
and 20, 2008. The Notice Inviting Bids was also posted on the City's website and
Planet Bids. Eight contractors (8) attended the job walk on December 30, 2008. Eight
(8) contractors requested bidding documents, and seven (7) sealed bids were received

by the City Clerk's office and publicly opened on January 8; 2009, by the Deputy City
Clerk. The bid results are as follows:

Bids were evaluated based on price, understanding of the project's scope, direct
experience on similar projects, approach to the work, technical competence,
qualifications of the proposed staff, and the ability to meet the desired time frames.
All American Asphalt is recommended as the best bidder based on the. quality of
services offered and experience. Recent similar projects include University Drive
Rehabilitation for the City. of Irvine, Superior Avenue Improvements for the City of
Newport Beach, Citywide Street Improvements for the City of Westminster, Crown
Valley Parkway Street Reconstruction for the City of Mission Viejo, and the 2006 Street
Rehabilitation Project for the City of Hemet. All reference agencies reported the
contractor's work was completed in a timely and cost efficient manner while maintaining
consistent quality. The State Contractors' License Board also verified that the
company's license is current; active, and in good standing. Additionally, All American
Asphalt has performed similar work for the City of Santa Monica including the FY1999-
2000 Street Improvement Project, emergency paving on 20`h Street near Arizona, and
on-call work on Dohald Douglas Loop South at the Santa Monica Airport. Public Works
staff has reported that all work was satisfactorily completed.

Construction Management
Construction management will be provided by Department of Public Works staff.
Construction management will include: inspection of the contractor's work during
construction, verifying and controlling field changes and unforeseen conditions,
monitoring and mitigating impact as a result of the. construction activities, attending
contractor's safety meetings, attending periodic progress meetings, and maintaining all
necessary inspection documentation relevant to the work conducted during
construction.
Public Outreach
Public outreach for this project will be provided by Department of Public Works staff.
Public outreach will consist of public notifications to adjacent property owners and
tenants and the surrounding community on the scope of the project, potential impacts
and schedule and periodic updates.
Financial Impacts & Budget Actions
Funds in the amount of $126,600 are available in M330638.589000 (Runvvay/Taxiway
Slurry Seal).
