In compliance with City Council instructions
(Item 6-C, meeting of July 28, 1970) we have revi~r 51°70
the requirements of Section 3364 of the MunicipaIi'I$~~dpi~`y~j t,r
relating to "green zones", with particular ref ~k~~i;t'di> ,I C) rHC
problems on Montana Avenue and at the local mo 7 ~`s'~ C.iFi~ICE
~~'~ 1~ iLIi`dG.
Following are our comments and recommendations:
A. Green Zone Survey and Recommendations
A survey throughout the non-metered areas of
the city to determine the total number of green
zones both legal and illegal, existing~or
visible, revealed that we had 31 legal zones,
8 of which were metered. There were 33 illegal
green zones remaining from pre-1965 City main-
tenance, which for the most part were consider-
ably faded and deteriorated to the extent that
the motorist would not construe them to be valid
zones, nor would the Police Department enforce
them.
Special curb parking zones generally are re- f,, ,--.~~
quested by and serve a particular business
establishment. These individual businesses
obtain a special service from the City, with-
out paying for it, that their competitors .do
not receive. Maintenance of these zones'-puts
and additional burden on the taxpayer.
We would recommend that no change be mad '~~~?~ l-I,~~
Section 3364. However, if the Council eacts
to make a change, we would recommend; ,~~` ~~j~' ~
a) A fee be charged tocover the cost " ~~;, -"
of the initial investigation and
installation and maintenance costs.
b) The green zone be established at
street intersections, regardless of
the applicant's place of business.
c) The zone must be metered.

B. Montana Avenue
In lg6o, the businessmen along Montana Avenue
rejected the Parking Authority proposal to install
meters on Montana Avenue. These meters would have
been used to provide funds for acquisition of off-
street parking facilities, as well as providing
increased turnover at the curb,
Subsequently, a survey was conducted by this office
to determine if these businessmen desired more
stringent restrictions, i.e., one hour instead of
two hours. The results of that survey indicated
that the majority was satisfied with the two
hour parking restriction and those time limits
have remained unchanged to this date.
In 1866, an on-street vehicle parking survey was
taken {see attached summary) which indicated an
average occupancy of 50'~ and an average duration
of 40-45 minutes between 7th and 17th Streets,
(see page 2 of the attached memo from H. R. Luebke).
We doubt very much that the general business atmos-
phere has changed greatly since the 1866 survey.
We do not recommend the placement of non-metered
green zones on Montana Avenue, in view of our
survey results and the area's parking history.
Again, we must reiterate that non-metered green
zones are not only a maintenance expense, but
extremely difficult to enforce.
C. Mortuaries
There are five mortuaries located in Santa Monica.
Two of these, Wilshire Funeral Home, and Pierce
Brothers Mortuary, are located in metered areas
which poses no problems for short term parking.
Of the-three remaining: Spalding Mortuary is and
has been serviced since 1867 by two-15 minute
green zone meters, Moeller, Murphy & Moeller, is
satisfactorily serviced by the 2 hour existing
restrictions on Montana Avenue; Gates, Kingsley
& Gates, is serviced by 1 hour parking restrictions
installed approximately 1 year ago in place of 2
hour restrictions then existing,

C. Mortuaries (Continued)
Curb parking needs for three out of five mortuaries
are adequately serviced by parking meters. Of the
two remaining, Moeller, Murphy & Moeller is located
in an area with light occupancy (see attached Montana
Avenue survey) and is not suffering from a parking
problem. Gates, Kingsley & Gates, on the other hand,
3s located in an area having a very high occupancy
rate due to their proximity to St. Johns Hospital.
Their situation is somewhat similar to the Spalding
Mortuary, wherein, they both have an area employee
parking problem. From our observations, the meters
that were installed at the Spalding Mortuary three
years ago, have proven successful in deterring
employee parking. Therefore, we would recommend
that two similar meters be installed to service
Gates, Kingsley & Gates if they so desire.
