Report and Recommendation -- 23rd Street, Ocean Park to Dewey
The City Council, at its meeting of February 8, 1972, heard a request
from three residents of 23rd Street in the subject area that the recent-
ly installed parking prohibitions be removed. Following a discussion,
the Council moved the matter be held over until we could procure hourly
traffic counts and instructed us to furnish additional recommendations
on possible traffic signal improvements on 23rd Street and Ocean Park,
along with determining the feasibility of abandoning 23rd Street as a
truck route.
We herewith submit our report and recommendation, including supporting
Attachments and Exhibits in three parts:
', A) Initial Complaint
B) Volume - Capacity
C) Summary
A) 2nitial Complaint
In the three months since parking prohibitions have been in effect on
23rd', Street, this office has received only three complaints. Mr. and
Mrs.'', Roach of 2301 Ashland Avenue wrote the Council requesting a hear-
ing. They, along with two of their neighbors, Mr. Nixon and Mr. Passmore,
spoke opposing the parking removal, principally, as they put it, because
it presented a hazard to them when backing out of their garages.
Based on normal petitioning procedures, these three residents represent
only', 12.7 percent of the 23rd Street frontage affected by the changes
instituted by this office. There are 13 driveways on 23rd Street in the
subject area. The complainants' three driveways represent only 23 per-
cent'of the total properties where access is directly affected.
Prior and subsequent to the removal of parking, we conducted parking
studies to determine demand on 2.3rd Street. It is our belief, substan-
tiated by repeated observations, parking, per se, is not a factor in
this''matter. When Mr. Roach initially complained we suggested, and he
procured, the approval of his neighbors on Ashland Avenue for the removal
of the daily no parking prohibitions that had been in effect for over
five years. This, in effect, remedied the parking loss on his 23rd
Street frontage.

We felt parking could remain on the west side of 23rd Street between
Oak and Ashland in attempting to remove the minimum parking consistent
with safety requirements. We are submitting Attachments I and II,
which are summaries of a 12-hour parking survey conducted after the
parking was removed. As you can see from these Attachments, there is
less than 50 percent occupancy on one block face and less than 25 per-
cent occupancy on the other block face where parking remained even after
parking was removed from the east side of 23rd Street. Parking demand
is never considered crucial until such time as it exceeds 85 percent
occupancy.
In regards to the complainants' concern regarding backing into the
street, we respectfully point out that this situation occurs in numerous
areas of the city. We refer you to Attachments III and IV, which are
photographs of actual driveway situations wherein the resident must
exert caution. In the California Vehicle Code, Sections 21804 (a) and
22106 were included to cover situations such as this because the legis-
lature believed it was incumbent upon the motorist to exert due caution
entering or exiting private property. In Exhibit B are included loca-
tions and dimensions of the three complainants° garages as they relate
to the 23rd Street curb face. You will note that Mr. Nixon has 30 feet
of clearance, Mr. Passmore 20 feet, and Mr. Roach 16 feet. You will
also note the sketch showing the four garages to the apartment house
located at 2640 - 23rd Street on the southwest corner of Ocean Park
Boulevard and 23rd Street. For 12 years, parking has been prohibited on
the curb fronting this apartment house and two of these garages actually
have less clearance to the curb face than Mr. Roach. Location wise, we
believe these garages to be more hazardous than either of the three
complainants' because they are located on the curvature of 23rd Street
in close proximity to the intersection at Ocean Park Boulevard. We
were able to contact only one of the four users, but he informed us he
had no problem utilizing his garage. The photographs shown on Attach-
menu III and IV reflect some locations where clearance between garage
and curb is less than that of the complainants on 23rd Street. Mr.
Roach's garage is situated adjacent to a 20-foot wide alley and the
garage could be modified so that ingress and egress be achieved via the
alley instead of 23rd Street.
We do not believe that in requesting the complainants to exert due
caution in utilizing their garages we are being unreasonable, in view
of the numerous other locations throughout the community where similar
situations exist. In considering our changes on 23rd Street, we must
weigh the limited use of three driveways against the traffic needs of
over 13,000 motorists per day. Parking was removed in front of the
aforementioned apartment house at 2640 23rd Street when conditions
warranted it. Conditions now warrant the removal of parking in front
of the complainants° residences. In fairness to all, any change in the
parking prohibitions on 23rd Street in the vicinity of Ashland Avenue
should be accompanied by a change in the parking prohibitions near
Ocean Park Boulevard. To do any less would be unfair to one property
owner while benefiting another; however, to relax these parking prohi-
bitions in either locale would be chaotic and lead to an increase in
accident potential.

B. Volume - Capacit
Results of the hourly traffic volume counts requested by the Council are
shown on Attachments V and VI. Attachment V reflects the hourly traffic
volume on 23rd Street, both north and south of Ocean Park Boulevard,
while Attachment VI indicates the hourly traffic volumes on Ocean Park
Boulevard both east and west of 23rd Street. These traffic volumes
substantiate what we stated to the Council at the February 8 meeting,
i.e., traffic volumes (13,225 VPD) south of Ocean Park are more than
double traffic volumes (6,500 VPD) north of Ocean Park Boulevard on
23rd Street. In order to more graphically illustrate the complexities
of traffic movement in the intersectional complex of 23rd Street,
Cloverfield and Ocean Park Boulevard, we have prepared a traffic flow
map, Exhibit A. Please note that the daily traffic volumes on the
narrow 40' wide 23rd Street south of Ocean Park nearly equal the volumes
on the 60' wide Ocean Park Boulevard where we have room for four moving
traffic lanes and two parking lanes.
Capacity is defined as the maximum number of vehicles which has a
reasonable expectation of passing over a given section of a lane or
roadway in one direction during a given time period under prevailing
roadway and traffic conditions. Based upon the highway capacity manual,
23rd Street has an Ocean Park Boulevard approach capacity of 566 VPH
(Vehicles Per Hour) with the existing parking prohibitions in effect.
Prior to-the installation of the parking prohibition, the capacity was
396 VPH. In addition to the parking versus non-parking factor, various
other factors are considered in determining capacity including approach
width, one-way or two-way operation, turning motions, etc. The narrow
40' width of 23rd Street and the heavy turning movement at its inter-
section with Ocean Park Boulevard are key factors in this limited capa-
city figure. You will note on Attachment 5 that traffic volumes on
23rd Street exceeded the 396 VPH capacity with parking permitted for
six hours, with three additional hours approaching within 10 percent of
capacity. With the removal of the parking as we now have it, our capa-
city of 566 VPH is exceeded in only two hours. This is a marked improve-
ment and should result in less driver frustration and reduction of
accident potential.
We have had Exhibit B drawn to illustrate to the Council a cost compari-
son between the widening of 23rd Street per the master plan, versus the
parking removal already completed along with signal improvements to be
recommended. It would cost a minimum of $350,000 to widen 23rd Street
from Ocean Park Boulevard to Dewey to provide in essence what we are
already doing with the parking removal and signal improvements at an
estimated cost of $14,000. We believe that updating and modernizing
the signals at 23rd Street and Ocean Park Boulevard by permitting the
signals to be traffic responsive actuated by loop detectors, along with
the parking prohibitions already in effect, will permit us to adequately
handle the traffic volumes on this arterial corridor. Thus, we feel
that this treatment will provide a maximum benefit to the community at
the minimum .cost and eliminate the necessity for acquiring expensive
right-of-way for the entire length of 23rd Street in the subject area.
In fact, numerous structures, including Mr. Roach's garage, would be
effected by any widening. Therefore, our treatment of 23rd Street in
effect, really aids the complainants because it will eliminate the need
of acquiring their property just to widen the street to provide for
intermittent curb parking.

We have prepared Exhibit C, which is a city map showing location of
truck routes, both primary and secondary, to more graphically illus-
trate the importance of 23rd Street as a natural corridor connecting
Santa Monica with the Mar Vista area. Due to the Pen Mar Golf Course
and the Santa Monica Airport, 23rd Street is a prime natural route be-
tween our two neighborhood communities serving as a link for business,
social and cultural reasons. There are numerous Santa Monica based
firms whose trucks at one time or another make use of 23rd Street in
servicing accounts they have in the Mar Vista area. Any removal of
23rd Street from our approved truck routes would, in our opinion, prove
detrimental. We would be faced with a policing problem because trucks,
especially those on a delivery schedule, approaching 23rd Street from
Walgrove would continue up 23rd Street. we believe the Truckers Associa-
tion and the Teamsters Union, along with businessmen in our community
whose trucks use 23rd Street, would object to the removal of this street
from our truck route. Should it happen, we estimate a minimum annual
truck operating cost of $7,605 to these operators, plus the cost of
policing and litigation that might arise from citations, because due
to the golf course and airport, it would require any truck to detour a
minimum of one mile to achieve its; destination.
A look at our truck route map reveals only three basic truck corridors
into Santa Monica from the south. To attempt to close 23rd Street to
truck traffic means placing additional burdens on an over-loaded Lincoln
Boulevard. Because of this, we recommend that 23rd Street remain as
an approved secondary truck route.
We would like to relate a piece of information furnished us by an execu-
tive of the largest retailing operation in our CBD several years ago.
Fie told us that over 70 percent of his firm's business was derived from
people living south of Pico Boulevard, Mar Vista and Venice. This
gentleman's statement was verified this year by another executive of a
different firm. While his firm did not realize 70 percent, he did,
however, enjoy substantial business from residents of the Mar Vista
and Venice community. We believe that with the over-crowded conditions
on Lincoln Boulevard, that no attempt should be made to curtail the only
other natural artery we have serving the Mar Vista - North Venice area.
C. Summarv
A point we believe should be noted by the Council prior to their
determination of our recommendation is that with the backing of the
administration and the City Council, during the last 32 years, we have
installed and had approved more traffic engineering improvements than
our three predecessors were able to accomplish in the preceding 11 year
existence of this division. These improvements, we believe, have had
a direct bearing on the downward trend in Santa Monica's traffic fatality
rate per 100,000 population. According to National Safety Council
statistics, in 1970, while California was realizing as a whole a 24.4
fatalities per 100,000 rate, Santa Monica had seen its rate decrease
from 15 in 1969, to 12 in 1970, and to 8 per 100,000 in 1971, and unfor-
tunately last week we suffered our first fatality of the current year

versus two during the same period last year. we definitely believe
this improvement in our traffic fatality rate is based on the support
we have received from the administration and the Council in our endea-
vors to institute the necessary traffic engineering improvements to
provide for the safe and expedient movement of goods and people.
Since one of the suggestions raised at the February 8 meeting related
to the possibility of rush hour only parking prohibitions, we took the
liberty of seeking outside opinions on the wisdom of such a move. Due
to the typography and the relatively light parking demand, rush hour
prohibitions would, in our opinion, be hazardous. we asked two traffic
engineers with a combined total of over 45 years experience what their
opinions would be. One of these is a gentleman now employed by a traffic
signal company, the other is a traffic engineer for the City of Los
Angeles, who has resided on Pier Avenue just east of 23rd Street for the
past 10 years, and has an intimate knowledge of the subject area. while
we discussed the subject with each traffic engineer separately, both of
these gentlemen informed me that in their opinion the installation of
rush hour prohibitions would be creating an undue hazard. Therefore,
with an opinion based upon a combined total of 60 years experience from
three traffic engineers, including myself, we must respectfully recom-
mend that the rush hour prohibitions not be considered. To do otherwise
would be to create a dangerous and deficient condition.
Therefore, in summary we recommend:
1) That the parking prohibitions currently in effect remain.
2) That the traffic signals at the intersectional complex of
23rd Street, Cloverfield and Ocean Park Boulevard be im-
proved and that $12,000 necessary for making this inter-
sectional complex traffic actuated be appropriated to
Account ##8413-920 so that the necessary work may be
accomplished.
