SUBJECT: 15th and i-lontana Parking and Traffic Recommendations
Transmitted herewith is a memo dated Z%iarch 28,
1909 from the Parking and Traffic Engineer, subject same
as above, setting forth his recommendations concerning
the traffic and parking problems caused by the Fireside
i-4arket at this location, vrith particular -reference to
corrective -measures that can be taken in connection vrith
the expansion of said parking facilities onto properties
to the north.
The recoms~endations are concurred in by the
Plarvning Di-recto-r and by this office, and have been
approved by i~Ir. Fitzgerald and F''x, llerrihevr, owners of
the market property, and by S~Tr. PdeGuire, market operator.
A key factor in the recommendation is the vaca-
tion of ldontana Place North between 14th Court and 15th
Street, as sho~•rn on the attached print of the proposed
parking layout and traffic flotia diag-rarn. T'r?is of course
requires City Council authorization.
The remainder of the recommendations, including
rnaki ng 14th Court, from Alta Avenue to 3~Iontana Place idorth,
one-way southbound (510 of owners in favor} are administra-
tive and require no Council action.
Therefore, it is recommended that the City Council
be requested to instruct t'_ne Street Superintendent to
initiate proceedings to vacate Montana. Place NO'rtfl, from
14th Court to 15th Street under the provisions of the
Street Vacaticn Act of 19-1.

SUBJECT: 15th and Montana Parking & Traffic Recommendations
We have just concluded an overall study of .the traffic
and parking problems within the general area of the sub-
ject intersection prompted by the following:
A. The attached petition relative to restricting
.traffic flow on Alley 14 between Montana Avenue
and Alta Avenue to One Way southbound. This
petition is signed by owners of 17 of the 28
parcels abutting. the alley. This. represents
a favorable majority of 61%.
B. The recent approval by the Council of the zone
change, permitting parking usage on the lot
which fronts on 15th Street across the .alley
from the Fireside Market, indicates the Council's
understanding of the parking problem generated.

mittal to us of the attached proposed parking
layout of the market operator provided the op-
portuhity_to review his general parking operation.
C. The three or four complaints each year for ,the
past ten years received by this office.-from citi-
zens, police officers, and other parties disturbed
by the traffic conjestion and delay on Montana Avenue
due to the market .parking lot deficiencies., partic-
ularly the driveway entrance from Montana Avenue.
In order to provide for the maximum benefits to the community
our recommendations as shown on the attached print are as
follows:
1. Vacate Montana Place North bet~rreen 14th Court and
15th Street.
2. Restrict traffic flow on Alley 14 between Alta
Avenue and 30 feet north of Montana Place North
to One Way southbound.

3. Post .Tow Away No Stopping this side prohibitions
on the west side of 14th Court between Montana Place
North and Montana Avenue.
4. In conjunction with 1, 2, and 3 above approve
only the 15th Street driveway and parking layout
shown on print, which reverses traffic flow from
ingress to egress via the markets driveway on
Montana Avenue and further restricts it to Right
Turn Only.
We believe these recommendations provide for the maximum
flexibility of traffic circulation to the patrons of this
market complex while minimizing the inconvenience to the
general motorist utilizing our street system and afford
the necessary protection Ito the residential properties
abutting 14th Court;. from the traffic generated by the
commercial area.
One salient fact which must be pointed out that we have
taken into consideration is that an alley exists for the
express purpose of servicing the abutting properties.
Therefore, we endorse the petitioners request regarding
14th Court where it applies to their interest while
unilaterally recommending the vacating of Montana Place
North where it applies to the markets 'interest. This
vacation serves three. purposes:
1. It removes an alley with common ownership on both
sides from public responsibility and maintenance
expense.
2. It returhs this land to the tax rolls.
3. By vacating it increases the parking capacity
from 32 to 41 spaces.
Thus it appears to us that since the market is the pivitol
generator of the traffic and parking problems in this area,
it behooves us to increase its capacity and we respectfully
request that our recommendations be approved.
