FROM: Doug McAteer, City Engineer and Director of Public Works SUBJECT: Traffic Pattern Change in 12th Court - Pending Council Matter. The City Council, at its meeting of November 14, 1872, instructed the administration to study the feasibility of instituting opposing one-way traffic patterns in certain alleys, Attached is a memo from the Traffic Engineer to the City Engineer, dated December 20, 1872, dealing with this subject. It is my opinion that one-way alleys would tend to increase speeds--not decrease them. I have witnessed many vehicles turning into an alley from a major street--only to find the alley posted for the opposite direction. The motorist then finds it necessary to back out onto the street creating a serious traffic problem. It is my recommendation that the one-way alley concept not be considered, except in the downtown areas, or at special locations to be determined by the Traffic Engineer. Pn the matter of speeding ~<exae'sa in 12th Court, we are in receipt of resa~lts of a police Department radar sesrvey which reveals $n average spend in the alley within the 15 i+ipH prima facie speed limit. 6karing the fiteal week of the teen a3_ peek-long radar surveys we placed traffic saunters in 13th Court to determine traffic v®lumes. The results of the counts are attached for your perusal. They reveal a saaxigtum of only d28 vehicles ixs 2d hours in the I10tJ bloek of 13th Court. J. The Code does not require us to signpost pri~sa facia or maxibast speed limits for enfarcemasnt purposes. This would not; of course, include tf~: expenses required to maintain those signs.
