Kennedy, City Engineer SUBJECT: One way Streets - Central Business District The Parking and Traffic Engineer and myself have completed our study of the traffic movements that can be anticipated with the completion of the Santa Monica Freeway and the Tiaird Street Tt4all. Based on these studies, the following recommendations are made: 1. Arizona Avenue be made one-way, eastbound, from Ocean Avenue to Lincoln Boulevard. 2. Santa Monica Boulevard be made one-~sray, westbound, from Lincoln Boulevard to Ocean Avenue. 3. Broadway be made one-way, eastbound, from Ocean Avenue to Twenty-sixth Street. 4. Colorado Avenue be made one-way, westbound, from T-wrenty-sixth Street to Second Street. y. All north-south alleys {Courts) between Ocean Avenue and Lincoln Boulevard, from Wilshire Boulevard to Colorado Avenue, be made one-way as follows: .^dilshire Blvd. to Arizona Ave. ------- Southbound Arizona Ave. to Santa PZonica Blvd. --- Northbound Santa Monica Blvd. to Broadway ------- Southbound Broadway to Colorado Ave. ------------ Northbound This will permit more direct access to the rear entrances to all properties within the Central Business District with a minimum of circulating .travel. It is not recommended that Second Street, Fifth Street, or Sixth Street be made one-way at this time, nor is it recom- mended that parking be removed from any street in the Central January 24, 1906 Page 2 Subject: One-way Streets - Central Business District Business District. It is our recommendation that any action on removal of on-street parking and~or the establishment of one-way north-south streets be deferred at least until the completion of the parking structure on Parking Authority Lots 15 (Fourth Street}and 0 (Second Street). ^In making these recommendations we have based our considera- tions on these factors.: {1) Irrespective of any traffic effects resulting from the opening of the Santa Monica Freeway, it is our opinion that increased traffic capacity on certain streets is essential to the well-being of downtown Santa Monica. This added capacity can only be realized within existing. street widths, for obvious economic reasons. To obtain added capacity within existing street widths, we can either remove parking from one or both sides of the street, or we can make the street one- way, or take both actions where capacity becomes supremely critical. In our opinion, the need for parking is almost as great as the need for capacity in and near the downtown area, and should be held intact wherever practicable. By retain- ing the parking and converting these streets to one-way operation, we will increase their traffic carrying capacity by about 50~. (2) The extension of one-way operation on Broadway and Colorado to Twenty-sixth Street is proposed to provide a nearly direct access to the downtown area to and from the Cloverfield Boulevard interchange with the freeway. In this manner, it is our belief that cve may in some degree ease congestion at the Lincoln Boulevard off-ramp and in the general Olympic-Lincoln area. If the above recommendations are approved, it is further recommended that the total one-way street program outlined above be established and made effective as of 12:01 A.M., Sunday, April 3, 1806. This day and time is chosen both tc permit weekend traffic to accustom itself to these changes, rather than be faced with the same for the first time on a business day, and to permit the actual change to be made at a time when traffic volumes are at their lowest level. January 24, 1966 Page 3 Subject: One-Gday Streets - Central Business District This date also provides ample time for advance public notice of the proposed change. Such advance notice is essential so that the motorist will know what is going to happen, and where he can expect it to happen. If the above recommendations are approved, it is re- quested that the City Council appropriate the surn of x,9,500 to finance the signs and labor required, as follows: a) X4,000 for purchase of approximately 350 one-way directional signs and other warning signs and posts. b) $5,500 for the removal of approximately 49,000 lineal feet of markings and the. placement of new markings. It is contemplated that the removal of existing lines would be done by contract and that the new markings would be placed by our own forces. BARTLETT L.
