SUBJECT: One-'iNay Street IvIaster Plan
In reviewing the proposed plan currently pending before the City
Council, it appears appropriate to place both the administration
and the Council in a position to deal with local experience rather
than projected benefits as indicated by such systems in other
cities. Therefore, it is recommended that:
1. The City Council approve only that portion of the Master
Plan which is concerned with the Broadway-Colorado-
26th Street-Cloverfield pair at the present time.
2. The balance of the system (or consideration of the
balance of the system) be deferred until we have had
at least six months' experience with the original pair.
3. Reconsideration of the remainder of the system be
undertaken after the completion of the six months'
period and the filing of the results of that experience.

Dear Sir:
We, the Officers and Directors of Century Federal
Savings and Loan Association, are very much opposed
to the one-way streets which are being considered by
the City Council. It would make it very difficult for
our customers to use our parking lot if Santa Monica
Boulevard were running one way and Sixth Street one
way. Our parking lot is one of our most important
assets inasmuch as we are not located on Wilshire
Boulevard with most of the other savings institutions.
We would appreciate your taking a negative position on
the one-way streets.

R E S O L U T I O N
WHEREAS, various committees of the Santa Monica Chamber of Commerce,
including the Parking & Traffic Committee, the .Montana Avenue Committee, and
the Retail Committee, have studied the proposed one-way street traffic pattern
program, and
WHEREAS, proponents and opponents of the plan have had the opportunity
to present viewpoints to the various committees, and
~ WHEREAS, considerable opposition has been expressed to the proposed
plan by interested parties, and
WHEREAS, little, if any, support has been indicated for the plan by
any person or organization, and
WHEREAS, an informal poll indicates that, while many people favor the
plan as presented by the City Administration, they feel traffic volume on Santa
Monica streets does not dictate the necessity for such a plan at present;
NOW, THEREFORE, BE IT RESOLVED that the Santa Monica Chamber of
Commerce requests the City of Santa Monica to table all suggested phases of the
proposed one-way street traffic pattern program until some future date when
studies indicate a much greater need for such a program than exists at the
present,

Dear Herb:
It has been brought to my attention by a number of the parents of
children attending our schools, that both 7th Street and Lincoln
Boulevard are part of the proposed One Way Street Plan presently
being considered by the City Council,
I have read with interest and am in substantial agreement with the
reasons presented by concerned citizens opposed to this plan in its
general outline, I am further deeply concerned, as are the parents
of the more than fifteen hundred children attending Saint Monica's
School, with the plan, as it affects our immediate situation,
In spite of the best efforts of our fine Police Department to enforce
the speed laws on 7th Street and on Lincoln Boulevard, those laws
are presently being frequently violated, One such violation resulted
several years ago in the death of two of our sisters teaching in the
schools, There have been several other accidents on 7th Street
within the same block more recently, There is a great deal of speed-
ing on 7th Street, presently, I believe, on the part of people headed
through Santa Monica and through the Canyon to the Palisades.
I believe that this plan, as proposed, would mean increased traffic
and increased violations, and would only multiply the hazards for our
children and local residents, primarily in the interest of people who
are not members of this community,
I bring this to your attention, confident that your interest in our
community and its` children, will dictate opposition to this proposed plan,

The Santa Monica New Car Dealers Association, meeting at
the Santa Ynez Inn March 6, 1968, studied .and discussed the Proposed
One-Way Street Plan described in the Report to the City Engineer
made by Parking and Traffic Engineer Joseph D. Nadon, dated
January 16, 1968, and presented to the Santa Monica Council
January 23,1968.
The Association voted unanimously to oppose the Proposed Plan
and to recommend that the Santa Monica City Council veto the Plan at
its meeting March !2, 1968.
We, the undersigned, agree that the purpose of this PTan is
to increase the speed and flow of traffic through the city of
Santa Monica, and we have not noted any undue traffic congestion
on any major street that necessitates such an increase.
Based on our findings and experience, we feel that implement-
ation of the above Ptan would be detrimental to the sates of new and
used autos in Santa Maniea. To further amplify this statement, the
Market and Research Department of the Ford Motor Company was contact-
ed, and they stated unegaivocably~that automobile business on
Santa Monica Boulevard would decline to the detriment of Ford

At the Regular Meeting of the Santa Monica Unified School
District Board of Education, held March 11, 1968, it was
moved by David E. Houtz, seconded by Schiller A. Colberg
and. carried unanimously that the Board adopt the following
Resolution:
WHEREAS, the Board of Education of the Santa Monica
Unified School District has great concern for
the safety of pupils who walk between home and
school, and
WHEREAS, the Board has been advised that there are before
the City Council proposals for one-way traffic
patterns, and
WHEREAS, the increased speed of vehicles resulting from
one-way streets will.increase the hazard to
pedestrian children,
