sr-120969-8a1CITY OF SANTA MONICA 6 T - DATE: December ~, 1868 ~;~A TO: Perry Scott, City i,~anager FROM: Bartlett L. Kennedy, City Engineer THIS MUST BE CT 1'~% Li~:.~,_i"J (i.'r DICE !v_~ SUBJECT: Left Turn Storage Lanes on Lincoln Boulevard, Colorado Avenue to Santa Monica Boulevard. Reference is made to my memo of November 18, 1858, subject same as above, recommending the installation of left turn storage lanes on Lincoln Boulevard at Colorado, Broadtaay and Santa.P~Tonica Boulevard. The installation of these lanes vrould require fire removal o_° less than half of the curb parking spaces in the block betti^reen Santa P~Sor_ica Boulevard and Broad~~ray and all of the spaces in the block betvreen Broadiway and Colorado (1500 block). As you knoti~r, this recommendation s~ras di sapp-roved at the November 25, 1868 meeting of the City Council. Councilman Reidy, in moving to disapprove the recommendation, requested the administration to study tine possibility of revising the plan for the 1500 block to permit bath the left turn storage lanes and some curb parking. Attached hereto is a sY>etch shovring the results of the requested study. The length of the left turn pockets has been reduced to an absolute minirnm of 100 feet. The transitions required {approach transition from center line to lane line and transition from_ lane line to packet, on the one side, and the reverse transition fror.; pocket to centerline on the other side), overlap each other by 30 feet. Since this overlap area is the only section Ushe-re sufficient roadUaay width. (30') exists to permit tti~ro moving lanes (11' eacr.) and one parking lane { '), only one parking space on each side of the street could be provided under this proposal. There is no conceivable justification for subjecting the 28,020 + motorists daily using this street to this ti~reaving action for the sole purpose of providing a maximum of one curb parking space on each side of the street. In view of esser_tiai to relieve Boulevard, it again requested to approve lanes as proposed in Attachment: Sketch the above, and since it has become absolutely the traffic congestion on this section of Lincoln is urgently recommended that the City Council be the installation of the subject left turn storage my November 18, lg'og memo. 9 BARTLETT L.
