sr-111472-7d<, SC; ~,, - ~;~`~ - c~ "~, CITY OF SANTA MONICA INTER-DEPARTMENT MEMO ~`~`~° DATE: November 8, 1972 ~ TO: City Manager, Via City Engineer ~T°° FROM: Parking $ Traffic Engineer SUBJECT: Speed Control -- I2th Court The City Council, at its meeting of October 10, 1972, discussed Item 9C on the Council Agenda, a request by Mr. Quitman.T, White to reduce speed in alleys. Per Section 22352(3} of the California Vehicle Gode, the prima facie speed limit in any alley is 15 MPH. The Code does not require us to signpost prima facie or maximum speed limits for enforcement purposes. The reason for this is obvious when you consider that in the community of Santa Monica alone, we have 617 blocks in 78 alleys which would re- quire the posting of two signs per block at a minimum estimated cost of .$30,850. This would not, of course, include the expenses required to maintain these signs. In the accident Mr. White refers to, the motorist involved entered the alley from California Avenue. Thus, the posting of a speed limit sign at the Wilshire Boulevard entrance probably would not have had any informative effect in this accident. However, due to the location of the Will Rogers Post Office Substation at the corner of R'ilshire Boule- vard and 12th Court, one double-faced speed limit sign could be instal- led in the vicinity of the post office parking lot entrance. The point to consider is whether or not we set a precedent wherein all alleys having commercial activity would require this confirmation of the prima facie speed limit. We believe that such signposting should be limited, when warranted, to those alleys contiguous to governmental institutions, schools, etc. .l J.
