between 21st and 26th Streets until a future date.
AND
Authorize the Establishment of a lgll Act Street Lighting
'District bounded by Montana Avenue-Trtilshire Boulevard-17th
Street and 2o'th Street,
It is my recommendation that the widening of Montana Avenue between
21st and 26th Streets be deferred until a later time.
Following are some facts leading to my recommendation:
(1) The widening of Montana Avenue between 21st and 26th Streets
is included in the City's Master Plan of Street Improvements. Funds in
the amount of $155,000 are available in Job Order No. 78g-34 to finance
the widening. Approximately $5,000 has been spent for plan preparation,
(2) The City Council, at its meeting of October 29, 1870, at the
request of the administration, instructed the Street Superintendent to
institute proceedings for the installation of a lgll Act lighting system
between 17th Street and 26th Street. Plans have been prepared for this
work. The work has not been started because the proposed widening has
not been accomplished,
(3) The City Council, at its meeting of April 27, 1871, adopted
Resolution No, ~F150, which ordered the removal of all wooden utility
poles on Montana Avenue between 17th and 26th Streets. The utility
companies have completed their undergrounding work. Z"ne utilities
between Ocean Avenue and 17th Street have been placed underground,

(~+) I have delayed this widening until the State Guide Lines
vrere established for ~vironmental Impact Reports, etc., in order to
determine what steps are necessary for such a widening project.
(5) After studying the State Guide Lines, traffic counts,
about 100 trees that would have to be destroyed, and other aspects, I
have come to the conclusion that the widening of Montana Avenue between
21st and 26th Streets should be deferred until such time as the demand
to perform the widening is much greater than it is at present.
(6) As you know, the present lighting district contract is under
way between Pico-Ocean Park Boulevard-Lincoln and 16th Street. After
careful study, and discussions iti=ith the Police Chief, the Assistant
Police Chief and the Street Superintendent, it is my opinion that the
lighting district for 1973-74 should be the area bounded by Montana-
Trlilshire-17th and 26th Streets. The preliminary design of this p-rojeet
indicates that 315 lights would be required at a total estimated cost
of X390,000.
Therefore, it is recommended that the City Council be requested
to:
A. Authorize the deferment of the widening of lliontana Avenue
between 21st and 26th Streets until a future date.
B. Authorize the establishment of a 1911 Act Street Lighting
District bounded by Montana Avenue-'~tilshire Boulevard-17th
Street and 26th Street.
