SUBJECT: 16th Street Resurfacing and 1967-68 and 1968-69 Street
Resurfacing Program.
The City Council, at its meeting of August 13, 1968 (Item
6A), instructed the administration to submit an estimate of the cost
of resurfacing 16th Street from Colorado Avenue to Olympic Boulevard,
An inspection of this street showed that, in addition to
heater-remix resurfacing, certain sections of curb need to be
replaced, longitudinal gutters the full length of both sides are
required for drainage, and fence relocation and sidewalk construction
at the Olympic Boulevard end must be accomplished. The estimated
cost of this work is as follows;

The above work can be financed from funds presently avail-
able for street resurfacing, due to desirable deletions to be made
from the list of streets currently proposed for resurfacing in the
subject street resurfacing program.
Attached hereto is a map showing the work proposed to be
accomplished in said program. It involves both budgeted City funds
and County Gas Tax funds accumulated over a two-year period.
As a result of afield review of the program, we propose
to delete the following streets from the list approved by the City
Councils
1, Hill Street between Main Street and Fourth Street.
2, Fraser Avenue between Barnard Way and Neilson belay,
3. Ocean Avenue between San Vicente and Adelaide Drive,
4, Third Street between Wilshire and Montana.
5. Pearl Street between 11th Street and 14th Street.

Items 1 and 2 above are to be financed with City funds,
Their deletion will provide the funds required for the 16th Street work,
based on present estimates,
The reasons for the deletion of the five streets listed
above are as follows:
Item Na, l above would interfere with the detour route
for the 4th Street and Ocean Park Boulevard widening project, and
should not be accomplished until after said project is completed,
The curbs on this street are also in very bad condition. This street
will be scheduled for major curb, gutter, sidewalks, and paving at
a future date. The estimated cost of this work, in,the current project,
was 5,890 (City funds).
Item No. 2 above is in very bad condition and should have
major work on it in a future program, and should be included with
the other streets in the same area that are in the same kind of
condition, The estimated cost of this work was $722 (City funds).
Item No. 3, 4 and 5 above - after afield investigation -
did not wa-want recur acing at this time. These streets were all to
be financed with County Gas Tax funds. After a careful field investi-
gation of the entire subject program, it was found that there are
many driveway approaches that must be reconstructed - the cost of
which was not figured in the original estimate. Deleting Items 3, 4
and 5 will provide funds for reconstructing driveway approaches on
the remaining streets.
It is recommended that the City Council be requested to
approve the subject project as indicated on the attached map.
