SUMMARY: Report by the Director of Public Warks regarding the City's Street Sweeping Parking Restriction Sign Program, that was requested by the City Council. As you know, the City Council, at its meeting of May 1, 1973, requested a report regarding our city-wide street sweeping parking restriction sign program. At present, our annual street cleaning program involves power sweeping about 46,000 miles of streets, and 7,000 miles of alleys, and flushing 4,800 miles of streets. Approximately 3,000 tons of sweepings are collected annually. The total annual cost for this operation is about $180,000, At the present time, every street in the city is posted with street sweeping restriction signs. About 10,000 of these signs are presently installed. Streets in the residential and manufacturing areas are swept weekly. The Central Business District, all of Wilshire and Santa Monica Boulevards are swept six nights a week. All major boulevards are swept three nights a week. The first installation of sweeper signs was accomplished in 1957 in all residential areas located between Ocean Avenue, 20th Street, Colorado Avenue and Montana Avenue, In 1959 this program was expanded ~' Date: May 7, 1973 Page 2 Subject: Parking Restrictions for Street Sweeping to also include the area bounded by 20th Street, 26th Street, Colorado Avenue and Montana Avenue. The City Council, at its meeting of September 13, 1866 (Item 8G}, authorized the administration to post street sweeping parking restriction signs in any block where a majority of the residents have petitioned for such restrictions, in order to permit effective street sweeping, Many streets were posted by means of this program, The City Council, at its meeting of March 12, 1968, made an informal request for a report on the feasibility and cost of expanding our then street sweeping parking restriction program into a city-wide program, A copy of this report, dated July 10, 1968, prepared by the Director of Public Ztorks, is attached. The City Council, at its meeting of July 23, 1968, moved that the matter be included for discussion in the 1969-70 budget. The motion carried unanimously. Funds in the amount of $26,700 were included in the 1968-70 Traffic Signs and Striping budget for the installation of 2,54ZF signs. The city-wide program has just recently been concluded at a cost of about $75,000 and includes about 7,500 signs, During the recent city-wide program, there have been three requests from property owners to have their signs removed. On all three occasions, the City Council has unanimously upheld the administration's recommendation to not remove the signs, Date; May 7, 1973 Page 3 Subject; Parking Restrictions far Street Sweeping It is my recommendation that the present city-wide street sweeping parking restriction sign program not be altered for the following reasons: (1) Street sweeping is an expensive operation, costing approximately $100,000 to sweep 46,000 miles of streets per year. (2} Clean streets are an asset to this city, and they cannot be cleaned effectively with parked vehicles. I would estimate one parked car will prohibit the cleaning of approximately 75 feet of gutter, due to the sweeping machine having to go around the parked car. (3) When the power sweepers are required to go around parked cars this slows down the operation considerably and is also a dangerous maneuver. (4} The only practical way to power sweep streets effectively is to prohibit vehicles from parking at the curb during this operation. (5) Our schedule for street sweeping is programmed in such a manner that only one side of the street is swept on any one day, and is only posted for a two-hour period. (6) This department strives to be as reasonable and con- siderate as possible regarding the location of the parking signs, Many of these signs are installed on street lighting standards. As more street lights are installed, many of these parking signs will be transferred to the light poles, In conclusion, it is my sincere recommendation that no changes be made to our street sweeping parking restriction sign program.
