I have discussed this proposed change with the Street Superin- tendent, Traffic Engineer, Assistant Chief of Police, and the motor sweeper operators, and the follorvng ~ mrr nts are made: It is possible to start the sw~ .~irg at 8:00 a,m, by simply changing the hours of the areas presently swept between 7-g a,m,--to 2-4 p,m, Approximately 50 miles of streets per week are presently swept between 7-9 a,m. Approximately 2500 signs will require replacing. The approximate cost for this proposed change is: 2500 new signs @ $2,00 each ,.,......... $ 5,000 200 man-days @ $50.00/day .............. 10,000 $ 15,000 It should be noted that we have discussed the possibility of placing decals with the new 2-4 p,m, message over the present 7-g a.m, message, From experience, we have determined this method is not satisfactory, due to the fact the decals can easily be removed. I would like to commend Mr. Clunes for suggesting the proposed revision; however, for the following reasons I would recommend ainst such a change: 1. The present street sweeping schedule has been very satis- factory, with a minimum of lost traveling and standby time. 2. There is less traffic on the streets between 7-g a.m. than between 2-4 p.m., thereby allowing more miles of streets to be swept, 3. The vast majority of the 7-9 a.m. sweeping schedule is in the single family areas, We only sweep one side of .any street on any given day and time, thereby always allowing parking on the opposite side of the street, 4. The amount of $15,000 required to replace the signs appears to me to not be warranted for the slight benefit derived. 5. Tt appears many problems could develop in the areas surround- ing Santa Monica City College, if the hours are changed from 7-g a.m.-- to 2-4 p.m., because of classes, etc, 6. In the event we change to the 2-~- p.m. schedule, I am sure there will be numerous problems encountered that will take time to resolve, If the Gity Council elects to change the schedule, it is recom- mended that the Council be requested to appropriate $15,000 to accomplish
