SUBJECT: Parking Area just Southerly of New County
idaive Call for Formal Bids.
As you are aware, the construction of the New County Buil~'-~°
ing is nearing completion - in fact, portions of it are now
in operation.
Just southerly and easterly of the new south wing is an
unpaved area which is a portion of the auto parking lot
which we have agreed to pave under the terms of a Joint
Powers Agreement with the County (Contract 1507 C.C.S. dated
April o, 1864).
^lhis office prepared a plan (Drawing No. 5045) fo-r this paving
and sent a requisition to the Purchasing Agent requesting him
to solicit informal bids for this work which consists of
excavation, five inches of crusher-run base and one inch of
A.C. Additional surfacing will be placed later when all con-
struction in the Civic Center area has been completed).
Three contractors submitted bids for the subject work. Follow-
ing is a summary of these bids:
Griffith Company ---°------------------------- X5,524

City Engineer's Estimate --------------------- 4,800
The Griffith Company is at the present time constructing a
storm drain in the Civic Center Parking Lot adjacent to this
proposed work and *rrill be performing similar work in connection
with their storm drain work in the very near future.
It seems highly unlikely, if formal bids are solicited, that
any company will submit a lower bid than the above Griffith
Company bid, nor will Griffith Company submit the same low
bid if in the meantime they have r.~oved off the site.

In view of the savings in money, tune, and inconvenience to
the public that will result from the work being done by the
Griffith Company, it is my opinion that the City's and the
County's interest would be better served by not calling for
formal bids for this work.
This office has contacted Mr. Leone (MA. 5311, Extension
05124, of the County, and he stated that since, under the
terms of the Joint Powers Agreement, the County shall pay
for two-thirds of the cost for the ir,~provement of the Civic
Center Parking Lot and the procedures for performing the
work will be as determined by the City, the County would
have no objection to us waiving the call for formal bids.
Therefore, it is recommended that the City Council waive the
requirement for the call for formal bids and authorize the
execution of a Purchase Order Contract with the Griffith
Company for the improvement of the subject parking area, at
an approximate cost of X5,524.00.
