SUBJECT: Disposition of Palm Trees on Ocean Park Boulevard
In conjunction with the widening of Ocean Park Boulevard
between Neilson Way and Lincoln Boulevard, there are 50
Washingtonia Robusta palm trees (40'-60' high) that must
be removed.
The widening contract calls for these 50 trees to be
removed and disposed of by the contractor at a cost of
X100 each (financed with Gas Tax Funds}.
You will recall that the City Council has instructed us
to make every effort to salvage and replant Washingtonia
palms when they othertaise would be destroyed in a street
widening project.
I have received a memo from the Director of Recreation
and Parks stating that he can use all of the 50 trees at
Memorial Park.
I have contacted the contractor for the street widening
(F. irT. Richter Construction, Inc.) and have been quoted
a price of $230 each to transport, plant and guy the trees
at Memorial-Park. This price is in addition to the $100
each for removing them.
In addition to this price, it will be necessary to provide
anchors at Memorial Park to guy the trees, These anchors
will consist of telephone poles being placed in the ground
and sticking up approximately 10 feet. This is necessary
in order to keep the guy wires at least 10 feet above the
ground. These guy wires will have to rerr~ain in place for
approximately one year until the root system takes over,
The cost for providing these guy anchors is estimated at
$1000. This work will be done by City forces.

The total additional cost to relocate these 50 trees to
Memorial Park is as follows:
50 trees ~ $230 each ---------------- $ 11,500
Guy Anchors ------------------------- 1,000
Total $ 12,500
The removal of the subject trees will be the first order
of work for the contractor. He must be notified as soon
as possible whether he is to destroy them or relocate
them,
The Purchasing Agent has solicited proposals for their
relocation, The only offer he has obtained was from the
Kaspar Burgi Company for $200 per tree. This price, which
is in addition to the $100 removal cost, does not include
the cost of removing the telephone lines, removing inter-
fering curb and sidewalk, or the cost of backfilling the
holes resulting from the tree removal. The costs involved
in the above items are included in the Richter bid, and
probably more than compensate for the $30 per tree
difference..
In view of the above, together with the fact that the
presence of another contractor on the job almost always
causes problems, it is the opinion of this office that the
$230 per tree offer of the Richter Company represents the
best of the twa offers received.
If it is the desire of the City Council to have these trees
relocated to Memorial Park, it is recommended that they
appropriate $12,500 to finance the work and authorize the
issuance of a Change Order to the Richter contract,
