Y .. ~'S OF.I~... ._ ;LING. i ' The City requires the maintenance of an unimproved pedestrian walkway in this area pursuant to the action of the City Council on November 12, '~ 1963. This action was; i "Mr. Hamilton moved that in parkways belonging to the City, where there are obstructions, that they be required to be removed to the extent necessary to provide a pathway for people to traverse." The motion was seconded and carried. In the area between 19th and 26th Streets there is little, if any, need for an east-west walkway along the north side of San Vicente because the properties abutting the roadway back up to the road and have frontage on La Mesa Drive. The issue is raised in the attached letter of April 21, 1971 from Mr. Thomas Barnard. Enclosed is copy of my correspondence to Bart Kennedy and his response thereto. The City has periodically posted notices requiring clearing of the strip and have taken it upon themselves to remove very attractive trees and shrubbery in the process of clearing a pathway along the strip. I have previously been advised that this is City property and that the residents have no right to plant and otherwise maintain. the strip except to the extent that they may do so at their own risk of removal by the City. Frankly, although I have the right to attractively plant the strip to the rear of my home at 2024 La Mesa Drive, I have no intention of doing so, so long as the City maintains its policy. of maintaining a pathtoay. At the same time, I realize that the City certainly has the right to the strip for street widening purposes.. If the City would adopt a policy of permitting the residents to attractively landscape the strip I am sure it would enchance the esthetics of San Vicente Boulevard.
