Kennedy, City Engineer SUBJECT: Pedestrian Overcrossing Over Pacific Coast Highway Edith the completion of the Santa Monica Freeway, the increased volume and speed of traffic on the coast highway and the combination of this speed and the limited sight distance exiting frorn the Olympic Boule- vard tunnel has created quite a safety hazard at the two existing surface pedestrian crossings on the Pacific Coast Highway a short distance north of said tunnel. There are at present two such at grade crossings between the westerly portal of the tunnel and the Arizona Avenue pedestrian overcrossing. The southerly crossing serves the pedestrian footpath. which leaves Palisades Park approximately midway between Santa Monica Boulevard and Broadway. The second crossing serves the pedestrian path which leaves the park at Santa Monica Boulevard and extends northwesterly along the Palisades to the coast highway. Although it cannot be directly contributed to the above factors, a pedestrian fatality has occurred in the southernmost of these crossings since the Freeway was opened. Informal discussions with Division of Highways personnel have indicated that the Division of Highways might be willing to construct one pedestrian overcrossing to serve the southernmost pathway if the City would agree to abandon the other or northernmost pathway. Before proceeding further in this matter, it appears advisable to determine whether the City Council would approve this project. This approval would entail, in addition to agreeing to abandon one of the two existing at grade crossings, the City supporting the Division of Highways in obtaining the necessary right-of-way for the June 30, 1967 Page 2 Subject: Pedestrian Overcrossing Over Pacific Coast Highway pedestrian landing on the ocean side of the highway from the State Division of Beaches and Parks.
