Executive Summary The Clean Beaches and Ocean Parcel Tax (Measure V) was passed by Santa Monica voters in November 2006 in order to raise funds for implementation of the City's Watershed Management Plan. Measure V created. a Citizens Oversight Committee for "audit responsibility" over use of Measure V revenues. On May 27, 2008 Council adopted a resolution creating the five member oversight committee that sets the specific duties, responsibilities and terms for the committee members. On Octobe"r 14, 2008, Council appointed three members to the committee. Staff re- posted the notice inviting applications and conducted additional outreach during October and November. Four residents of Santa Monica submitted applications for the remaining two seats on the Committee. Background The Clean Beaches and Ocean Parcel Tax (Measure V) was passed by Santa Monica voters in November 2006 in order to raise funds for implementation of the City's Watershed Management Plan. Measure V created a Citizens Oversight Committee for "audit responsibility" over use of Measure V revenues. On May 27, 2008 Council adopted a resolution creating the five member oversight committee that sets the specific duties, responsibilities and terms for the committee members. The responsibilities of the Committee are solely advisory. to the City Council and fall into three categories: 1) review of proposed capital and operating expenditures from Measure V funds; 2) review of actual Measure V capital and operating expenditures; and 3) review of proposed 1 Measure V capital projects to confirm consistency with established water quality improvement goals of the program. The Resolution stipulates that two of the Committee members will be appointed for an initial one-year term and the remaining three members will be appointed to two-year terms. Committee members can be reappointed by Council for additional terms without limitation On October 14; 2008, Council appointed three Santa Monica residents to the Measure V Citizens Oversight Committee. At that time staff indicated that if would continue to solicit applications for the remaining two seats on the Committee and return to Council at a later date. The Committee held its first meeting on December 17, 2008 and has scheduled the second meeting for February 11, 2009. Discussion Between October 20, 2008 and December 3, 2008 staff solicited applications from community members to fill the remaining two seats on the Committee. Applications (Attachment A) were received from. the following Santa Monica residents: Vanessa Meier, Geologist and Entrepreneur; Reza Iranpour, Engineer; Michael Vaughan, Business Owner; and Robert Leon, Sales Manager. Based on review of the applications, staff recommends that Vanessa Meier and Reza Iranpour be appointed to the Committee due to their superior qualifications. Staff also recommends that Council confirm that these are one-year appointments, and that the three members appointed on October 14, 2008, (Mark Gold, Mark Peacor and Susan Bracey)-were appointed to two-year terms. Typically I will surf Bay Street or I will paddle board from Santa Monica Pier to 1lenice pier. Standing on top of the water as much as I do I've pretty much seen everything. Just last mohth I filmed a shark feeding outside of the Venice Pier while Paddle Boarding. i have also Scuba Dived from station 28 thru the SM Pier. These sort of things are unacceptable and pose a very real public health danger. I myself contracted Bacterial Meningitis 8 years ago. I was in an aggravated coma for 3 days. The doctors were unable to conclusively determine where I came into contact with this bacteria but it was suspected that it was directly related to alt the time I spend in the Santa Monica bay. I am familiar with the drainage system that flows from the Los Angeles basin through Santa Monica into the ocean: It is my opinion that there is no quick fix. This situation must be looked at from all angles with short term and long term consequences in mind. Many factors must be considered and l have a good understanding of some of the more organic factors likelong shore currents, tides, swells, swell directions, and just about all the sea life in the Santa Monica Bay. In terms of my experience with fiscal oversight, I have owned and operated a succe: printing company in Santa Monica called Positive Existence for over 10 years. We specialize ih eco-friendly printing and are committed to educating the public in these matters. I am also involved with many charitable organizations that work to improve the quality life for many of our residents.
