SR-011309-1Jc7® ~;Yof City Council Report Santa Monica City Council Meeting: January 13, 2009 Agenda Item:. ~~~ To: Mayor and City Council From: Barbara Stinchfield, Director, Community & Cultural Services Subject: Resolution Approving Funding Application with Los Angeles County for Euclid Park Recommended Action Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to apply for Proposition A and Third Supervisorial District Cities Excess Funds allocated to the City of Santa Monica by the County of Los Angeles for the Euclid Park project and establish revenue account 20501.406970 for receipt of the project funds. Executive Summary Proposition A, 1992 Specified and 1996 Per Parcel funds as well as Third Supervisorial District Cities Excess Funds have been allocated to the City of Santa Monica from the County of Los Angeles in the amount of $273,000 for Euclid Park construction which was completed in 2007. While a verbal commitment for these grant funds was secured prior to the start of project construction, the allocation of specific County fund sources was recently finalized to reimburse the City for specific project costs. Adoption of the attached resolution will facilitate the documents necessary for the County to reimburse the City in the amount of $273,000 for costs incurred related to the construction of the park. Discussion In summer of 2007, following an extensive community design and construction process, Euclid Park opened to the community. During the design process, staff worked with the Third Supervisorial District to obtain grant funding for the project. A verbal commitment of $273,000 from Los Angeles County was secured prior to the start of construction. The allocation of specific fund sources was recently resolved with the County Board of Supervisors' action on December 2, 2008, extending authorization to the City of Santa 1 Monica to draw from County Proposition A Specified (1992) and Per Parcel (1996) funds as well as funds from the Third Supervisorial District Cities Excess Funds. The attached resolution provides the local approvals necessary for the City to formally apply for the funds and for the County to enter into an agreement with the City for reimbursement of $273,000 expended on the project construction. Prior Council Actions On May 11, 2004, City Council authorized the City Manager to negotiate and execute a professional services agreement for the design of the park. On June 14, 2005, Council reviewed and approved the proposed concept design plans for the project and on July 11, 2006 City Council awarded the construction contract for the project. Financial Impacts & Budget Actions Revenue account 20501.406970 will be established to receive the grant funds.
