SR-011309-1G~® ~;LYof City Council Report Santa Monica City Council Meeting: January 13, 2009 Agenda Item: j -~ To: Mayor and City Council From: Jory Wolf, Chief Information Officer Subject: Modification to the Agreement with PMC for Website Services Recommended Action Staff recommends that City Council authorize the City Manager to negotiate a modification to the agreement with PMC for the redesign of the Big Blue Bus website and creation of the Historic Resources Inventory website for a total amount not to exceed $47,300. Executive Summary The Big Blue Bus website design is old and no longer supports the needs of the department or the public. Additionally, the technology used to build the site is obsolete, does not take advantage of current standards in website design and uses older technology making the site vulnerable to intrusion. Staff recommends that the Big Blue Bus website be redesigned within the city's Ektron Content Management System. The City has created a Historic Resources Inventory of historically significant properties and structures in the city. Staff recommends that a website be built within the City's Ektron Content Management System in order to make this inventory available to the public A consulting firm, PMC, is currently working on this project under a contract using funds already authorized in an amount not to exceed $165,330: When the $47,300 is authorized for this additional work, the total amount authorized will be $212,630. Background The City is actively engaged in a project to redesign the City website and has contracted for the services of a consultant, PMC, to assist in this process. A modern web content management system (CMS) has been procured and the new web site will operate within that CMS. On November 27, 2007 and June 10, 2008, the City Council authorized expenditure of funds for this project in an amount not to exceed $165,330. The project is underway and is expected to be completed by December 31, 2009. 1 Discussion To improve website usability and to continue to provide. intuitive web solutions to both staff and the public, the Big Blue Bus site needs to be redesigned and the Historic Resources Inventory site needs to be designed using the CMS. It is necessary that the City upgrade its website design and infrastructure. The new website will use a CMS to manage and control the large, dynamic collection of web material and will improve document control, auditing, editing, and web page creation. Along with the website redesign, certain departments wish to enhance their sites in parallel efforts. The requirements for the Big Blue Bus and Historic Resources Inventory sites were not known when the current redesign effort was launched. Now that the requirements for these two sites have been established, the city is ready to move forward with this work. Contractor/Consultant Selection In 2007, PMC was selected to assist the City with the redesign of the City's website and the Police Department's website through a competitive process. PMC is familiar with the City's technology and website and they are currently performing web redesign work for the City within the CMS. For this reason, and to take advantage of knowledge gained during their current efforts, staff recommends that their existing contract be modified to allow PMC to redesign the Big Blue. Bus site and design the Historic Resources Inventory site under the existing contract. 2 Financial Impacts & Budget Actions The additional cost of the projects will not exceed $47,300.
