This request is a result of exceptional increased expenses including .labor, gasoline taxes, insurance, automobiles, pasts and supplies, and hiring and training programs, It must be noted that our rates have remained constant for more than two and one half years while the cost of living index, according to the Department of Labor statistics, is up from 109,2 to 121.7, fur current labor contract entered into as ^f march 1972, will result in.a wage and fringe benefit increase of approximately 8~p per year for the next three years. In this same time period ; insurance rates have risen some 300, the price of automobiles is up 15~ and gasoline has increased So, We mould like to mention also that our company is primarily concerned with availability and dependability for the convenience of the citizen; of Santa Monica and for this reason we have created new hiring and train- ing programs designed to up-grade our service, efficiency and safety, The taxicab industry in California suffers from an employee turnovor rate in excess of 125 annually which causes hiring, training and retention programs to be a major expense that increases seasonally. This request is a result of exceptional increased expenses including labor, gasoline taxes, insurance; automobiles, parts and supplies, and hiring and training programs. It must be noted that our rates have remained constant for more than two and one half years while the cost of living index, according to the Department of Labor statistics, is up from 109.2 to 121.7. Our current labor contract entered into as of March 1972, will result in a wage and fringe benefit increase of approximately 8~ per year for the next three years, In this same time period ~ insurance rates have risen some 30/, the price of automobiles is up 15/ and gasoline has increased 5/, We would like to mention also that our company is primarily concerned with availability ,and dependability for the convenience of the citizen of Santa Monica and for this reason we have created new hiring and train- ing programs designed to up-grade Dur service, efficiency and safety, The taxicab industry in California suffers from an employee turnover sate in excess of 125 annually which causes hiring, training and. retention programs to be a major expense that increases seasonally, Also, in May of this year our company became the first taxicab company in the country to equip its fleet with clean burning natural gas systems and install a natural gas refueling station. At the present time our. Santa Monica fleet is the only taxicab fleet in the United States that will meet the 1975 smog standards, thereby assuring the 'citizens of a continuing transportation system, The rates. listed below are requested at this time to insure a continuing growth pattern and up-grading of service and equipment consistent with good business practices, We therefore would appreciate your earliest consideration of this matter. Z called yoix at 9:00 that morning to reserve a cab £or 4sOO P.D4. Zt was confirmed. At 4:02, Z called to find out where it was. The dis- patcher said, °'Iie just le£t." At 4:10 Z called again.. The dispatcher said, "He'll be.thore any minute." At 4:15 T called again. He said, "He°s only 2 blocks away, Z just checked with him." I asked him to chec}: again vrliiie Z stayed on the phone. Z overheard the Following conversation: • "DiES~atcher: Cab 109, how far are you From that call? Cab 109: About 5 minutes. DiuJ?•s Can you make it any sooner? Cab: No, you°d better get scmeone else. There was no time to park in ens of the peripheral lots; the only way to make our plane was to use tine main airport parking. By running, dragging our 2 small children,(one sick), we barely caught our plane, and could not get seats together. The parking cost for our week's stay was $32. I figure you `owe me at least that utuch, if nat More for the anxiety, emotional stre3s, exertion and the general inconvenience your lying, deception and untrustworthiness caused us. Please let me know what you plan to do about this. At this point, I would be satisfied if you were to provide me with an apology and explanation from the dispatcher and to repay the extra cost of parking. I have used your cabs an several occasions in the past and the service was then excellent. For that reason, I shall take no further action if I can receive satisfaction for this mis hap. All taxicabs must base their charges on taximeters, and all taximeters shall be placed so that the reading dial show- ing the amount to be charged shall be well lighted and readily discernible by the passenger riding in such taxicab. No driver of a ±axicab whIIe carrying passengers shall display the flag at- tached to the taximeter in such a posi- tion as to denote that such vehicle is not employed or throw the flag of the taximeter in a recording position when such vehicle is not actually employed or fail to throw the flag of such taxi- meter in anon-recording position at the termination of each and every service. No operator of any taxicab upon re- ceiving payment of a fare as indicated by the taximeter thereon shall refuse to give a receipt upon the request of any passenger making said payment. SECTION 6427. Full 17se of Taxi Cab. When a taxicab is engaged the occupant shall have the exclusive right to the full and free use of the passenger com- partment and no owner or ariver of said taxicab shall solicit or carry additional passengers therein without soliciting and receiving the consent of the occu- pant. SECTION 6428. Partition.ng off Cab. All taxicabs shall provide a separate compartment for the driver separated from the passenger compartment by a glass partition and shall provide for the carrying of baggage in the front sec- tion to the right of the driver. No driver shall permit any passenger or other person except student drivers to ride in the front seat or in the di fiver's com- partment while said taxicab is in motion. SECTION 6429. Direct Route. Any driver employed to carry passengers to a definite point shall take the most direct route possible that will carry the passengers safely and expeditiously to their destination. See. 6430 SECTION 6430. Minimum and maximum rates or fares to be charged the public by automobiles for hire and metered taxicabs operating over any street shall be and the same hereby are fixed as follows: The hunimum rate of fare shall be fifteen cents for the first mile or frac- tion thereof; ten cents for each addi- tional two-thirds mile or fraction there- of; and ten cents for each four minutes waiting time or fraction therof. The maximum rate of fare shall be sixty cents for the first one-fifth mile or fraction thereof; ten cents for each additional one-fifth mile or fraction thereof; and ten cents for each one minute waiting time or fraction there- of; and ten cents for each additional passenger over one. The minimum hourly rate of fare shall be One Dollar and Fifty Cents per hour, allowing maximum mileage of ten miles. The maximum hourly rate of fare shall be Six Dollars per hour allowing maximum mileage of twelve miles. No rate shall be placed in effect, charged. demanded or collected for auto- te'rmihed said rate to be just, reason- a15i'e;'"noi3-discriminatory, non-preferen- tial, nor otherwise in violation of any provision herein contained or any pro- vision of law; nor until said rate to be placed in effect, charged, demanded, or collected shall have been approved and established by the City Council. Said City Council shall have power upon a hearing or upon its own mo- tion or upon complaint, to investigate a single rate or fare or the entire schedule of rates in effect, charged, de- manded or collected for automobiles for hire or taxicab service and to estab- lish arate or schedule of rates in lieu thereof. Nothing contained herein shall be construed to empower the said City Council to approve or establish any rate or any schedule of rates for auto- mobiles for hire or taxicab service that will, by means of rebate, discount, sale of script books, excursion or commuta- tion tickets, or otherwise, violate the minimum or maximum rate or the pro- visions contained in this Section or any provision of law.
