When plans were prepared for the "City-wide" alley paving
program early in the 1960's, those alleys adjacent to the
proposed route of the Santa Monica Freeway were omitted
from the program in order to avoid unnecessary expense.
In 196$ these alleys had become a maintenance problem and
the City Council, at its meeting of April 23, 1968, was
asked to authorize lgll Act proceedings for the paving of
these alleys, The City Council approved this request.
The work, however, has not been started. Following is a
list of the alleys involved:
14th Court - Olympic to Freeway and Freeway to Michigan
15th Court _ u n n ~r u n

20th Court -Freeway to Delaware
21st Court -
The Street Superintendent has, meanwhile, been successful
in a program of slurry-sealing these alleys to give them a
dust and mud free surface at a much lower cost than paving.
Maintenance costs and complaints have been drastically
reduced.
There no longer appears to be a need for the expense to the
property owners of constructing asphalt concrete pavement
on these alleys.
Therefore, it is recommended that the City Council be
requested to rescind its action of April 23, 1968 authorizing
the initiation of 1911 Act proceedings for the paving of the
alleys listed above.
