SUBJECT: Vacant Lot Adjoining the Northside of Structure 2 (Parking Authority~Lot #6) During a discussion at the Council meeting of September ll, 1973, the question was asked as to why the subject lot shoixld not be metered. The answer is that in the formation of the Parking Assessment District, which made the construction of the six parking structures possible, the merchants were assured that parking would be provided free to the shopper. It was and has .been-this premise that has made the assessment more palatable to those affected. The decision to make all six structures basically the same with a uniform 200' street frontage left us with the subject b0'-wide lot. Prior to construction, Lot #6 had 250' of frontage on 2nd Street. Since this lot had been used for park- ing, had landscaping, striping, etc., it was kept in that usage with free parking having a 3-hour time limit. Thus, any installation of parking meters in this lot for shopper parking would not be keeping faith with the merchants within.the assess- ment district.. However, the previous Council did set the precedent of allowing the sale of monthly parking permits within the parking structures in the district. It is our under- standing that enforcement is difficult on the subject lot because employees do abuse the 3-hour limit.- Therefore, we would recommend that monthly parking permits at the rate of $l0 per month be sold on an annual basis only and applicable from 7 a.m. to 7 p.m. daily. .
