It was established that Councilman McCloskey, who initiated the original proposal on June 26, had in mind the hiring of elderly or retired individuals similar to the police crossing guard program. We pointed out that this type of personnel and salary range would be more in the watchman concept, as opposed to a higher salaried and younger type personnel who might be more able to apprehend a vandal or thief. Based upon this revised thinking, we have prepared this addendum to our original report of .August 6, including the attached additional Exhibits 11 and 12. Exhibit 11 shows comparative annual costs for full 78-hour coverage with one man stationed in each structure.' The comparisons are based upon the hiring of as-needed personnel ranging as shown: Parking Attendant-$2.59 Crossing Cuard-$2.94 Police Cadet-$3:15 Parkette-$4'..35 Annual Cost - six structures: Parking Attendant-$66,183 Crossing Cuard-$75,126 Police Cadet-$80,490 Parkette-$120,876 Utilizing the above possible hourly rates for attendants, Exhibit 11 also shows a comparative annual cost between the type of coverage suggested in Exhibits 8, 9 and 11, for informational .purposes. Exhibit 12 shows what we believe to be a realistic coverage of .the parking structures utilizing 12 parking attendants on an as-needed basis and one full-time .supervisor. It will provide for Option A coverage, which essentially is one attendant for each two structures for a period of 78 hours when activity is at its highest. Thus, each struc- ture will be checked a minimum of once per hour with the exception of Sunday lunch breaks, which would be staggered and Option B patrol would be in effect, i.e., one man per three structures. We again respectfully request that Council advise us of their wishes as regards to ..hours of patrol, number of men, etc. We still.believe that the most reasonable hours of patrol would encompass 78 hours per week and would:suggest that authority be`granted for the hiring of 12 unarmed parking attendants and one supervisor to fill the schedule shown on Exhibit 12. A survey of eleven neighboring mrmicipa.liti_es and the County of Los Angeles reveals that eight of the twelve juxiscli.ctions have parking structures, vaith only ttao or" these having a security patrol arrangement. However, seven of these agencies do have parking attendants in their str-dxctures; ixxcluding the two that have security patrols. You will note en Exhit;it I that the c'iut:y hours of the two structures hav- ing secax°ity patrols are .five days aweek--one from 7 a,m. to 6 p.m., the other from 7:30 a.m. to h:30 p.nt. .Basically, this is because both structures with security patrerls service governmental complexes, as opposed to our six parking structures which exist pranar_ily for conunercial. purposes, and thus have longer hours of opcra.tioix. 11re suggest that the hours of operation for a secixxity patrol should be 9 a.m. to 9 p.m., Monday through Friday, and 9 a.m. to 6 p.m., Saturday and Sunday. This_ 7S-hour pa.t.rol period we believe to be c•easonable in that it will cover the 'ti:aes of greatest activity within the parking structures when any incidents rni.gtrt possibly occur.. As you can see from Exhibit. TI, occupancy does drop after 9 p.m., a.l.ong :r:it:h a corresponding reduction. i.n incident, po*e^.tial. It would cost between $120,000 to $150,000 to provide security screening along the alley openings and gates .across the pedestxi.an acid vehicular. openings in the: narking structures. We .requested, and they agreed, to continue to enforce the three.-Hour limit, along with providing continual police surveil7.ancc: as they have dome in the past in all six parking structures. We believe this to be. a. necessary step because the initial appropria- tion. of $30,000 waald provide for t.h<; hiring of only two private patrolmen. to cover the six parking structures for the aforementioned recommended 78-hour patrol period. The Purchasing Department 1?rocidad us with cost estimates from toro private patrol firms, calling for ;3.50 pex hour for a. single patrolman on foot, and $6.00 per hour for a single Iiat-rolman wi.tl-a tr.nrsportat.on. However, both the Chief and the Assistant Chief recommended that we hire our. own personnel .rather than contract with a private patral firm in order to exercise closer srpervision over the secnr:ity patrols. They also furnished rxs with Exh>:bit 7:II, which is the latest monthly cri.mc- report on the parking structures, and .Exhii.~it IV, which shows a comparison of parking structure crimes in the first seven woxk periods in 1972 versus 1973. The Chief pointed nut there has beer. a 34~-9J1.0~ decrease in parking structure cri.!nes in the first 6~ months of 1973. In order to assist the Council in det^rmining the extent of patrol coverage we could provide, w:;I•~ave prepared Exhibits V, VZ and VII. The basic difference between the two apti_ons :is that Cpti_on A provides one pa.t:Tolman for two structures, while Option B provides ane pa.i:Tolman for three structures.
