SUBJECT: Elevator Maintenance - Parking Structures
The following proposals have been received for maintenance
of the four (4) elevators in the tyro (2) netie Parking Structures now
in operation:
Haughton Elevator Company
Otis Elevator Company

Attached hereto is an analysis of the two proposals made
by B. L. ILennedy, City Engineer, and he recommends that the maintenance
agreement be awarded to Otis Elevator Company in the amount of p524.75
per rnonth for the four (4) elevators in Parking Structure No. 1 and
No. 2.
New installation service on Structure No. 1 expired April 13,
1967 and on May 3, 1967 and service on Structure No. 2 will expire
on July 16, 1867 and August 12, 1867. Otis has continued to service
Structure No. 1 and proposes that a common starting date of July 1,
1967 for all four (4) elevators be set for a more efficient manner
of accounting.
This agreement U7ill commence on July 1, 1g67 for one (1)
year and continue until terminated at the end of any subsequent year
by giving ninety (g0) day v+mitten notice by either party,

SUBJECT: Parking Structures No. 1 and No. 2 Elevators -
Maintenance Agreement
You have referred to me for comment the two bids received for mainte-
nance of the four (4) elevators in Parking Structures No. 1 and No. 2.
These elevators are designated as follows:

Following is a tabulation of the ttiao bids submitted for monthly mainte-
nance of the above four (4) electric elevators:

It is the opinion of this office that the City°s interest would be
better served by awarding the Maintenance Agreement to the Otis
Elevator Co., for the following reasons:
1. The Parking Authority, by Resolution, has stipulated that only
Otis Elevator Company equipment is to be installed in the Parking
Structures. Edith the cornpletion of the construction program
there will be a minimum of 12 elevators requiring a maintenance
contract, It seems reasonable that the Otis Elevator Company
can service and maintain their own equipment faster, better, and
more efficiently than can some other elevator company.
2. This elevator equipment is highly technical. A maintenance roan
answering a call, unless he is skilled in this type of elevator,
would have to study wiring diagrams, plans, etc. in order to .
determine what the problem is. This could be extremely critical
in the case of an elevator failure with passengers aboard.

3. If parts are in need of replacement, they would have to be
ordered from the Otis Company, I am informed that the parts
that the Otis Company carries in stock in Los Angeles are for
their own use only, Orders from other companies would have
to be filled from San Francisco, causing an additional delay.
4, All .elevator companies pay their employees the same compensa-
tion. Since Otis certainly charges their competitors more than
cost for parts, the only other factor involved would be the
total number of man-hours devoted to maintenance.
5• Otis performs an Annual Safety Test - Haughton does not.
o, Otis has already performed the Governor and Safety Test.
Haughton would perform this test again, but they assume no
responsibility for any damage arising from these tests,
7< Haughton limits their insurance coverage, Otis has no limit,
8. Otis has approximately 70,000 elevators under this form of
maintenance agreement.
In view of the above, it is my recommendation that the subject
Elevator Maintenance Agreement be awarded to the Otis Elevator
Company in the amount of p524.75 per month for the four (4)
elevators,
