Closure The City Council, at its meeting of October 26, 1971 (Item 7D) heard the request of Synanon that Ocean Avenue, between Pico Boulevard and Bay Street, be closed to vehicular traffic, and instructed the adrni.nis- tration to study and report back on said request, The following is furnished in compliance with this instruction. It is our considered opinion tYiat it would be contrary to the public interest to close Ocean Avenue as requested. This portion of Ocean Avenue is an irnporta.nt 19_nk in the beach-front. street system cornprising 'the Coast Highvaay, Appian 1~Tay, Ocean Avenue, and Barnard way, Attached hereto are copies of traffic counts taken by Synanon on Friday, November 6, l9'j0 through Monday, November 9, 1970, both inclusive. These counts confirm our records which show that the greatest volume of traffic on this street is southbound traffic, utilizing the above com- baenation of streets as a north-south arter5_al, 1'he Surf Rider Inn is planning a multi-story replacement oi' the present facility; the Monica Hotel is being remodeled to provide apartments for singles; and Holiday :Cnn is planning a multi-story development at Pico Boulevard and. Appian i9ay, All of the above projects, when completed, will materially increase the 'traffic volumes on Appian ti7ay. This. office believes that, with the completion of the above construction, it will be necessary to convert Appian Way to one-vray southbound, with all traffic entering Pico Boulevard at this point. To require that portion of the above traffic desiring to go south to take a roundabout route via Fico Boulevard would not, in our• opinion, be justified. Tt t~rould be our• recommendation, in lieu of closing Ocean Avenue as requested, that the City Council permit Synanon, if they desire, to construct a pedestrian overcrossing between their two buildings, at their expense, subject to approval of its design by the City and further with the condition that said overcrossing would be removed if Synanon disposed o:e either o!' the two buildings involved, BAP,TLETT L.
