The use of Wilshire Boulevard for the El Primero Band
Review Parade the past few years, and the more recent
(New Year's Eve 1970) parade of Nichiren Shoshu, has
not only caused a great many traffic problems but has
also aroused considerable dissatisfaction among the
merchants along Wilshire Boulevard.
The Chamber of Commerce E1 Primero Band Revietia Parade
Committee ha.s agreed to hold its annual parade, in
forthcoming years, on Ocean Avenue.
Nichiren Shoshu's past parades, with the single excep-
tion noted above, have all been held on Ocean Avenue,
Ocean Avenue is a natural parade route for many reasons,
all related to the fact that Palisades Park adjoins it
for its entire length northwest of Colorado Avenue.
Traffic interference is minimized; interference with
business is virtually eliminated; and viewing areas for
spectators are increased.
In view of the above, it is recommended that Ocean Avenue
be designated as the City's official parade route, and
that the City Council be requested to authorize the
preparation of an ordinance making such a designation and
requiring that permits for the use of Ocean Avenue for
parades be approved by the Parking and Traffic Engineer.

fair play, and, like free enterprise, fair play is a ttao-way propo-
sition if it is to accomplish its ourpcse.

Thank you for your letter of January 14 concerning the New
Year's parade and many other parades that periodically are
scheduled for Wilshire Boulevard.
Your complaint is not the only one that I have received relative
specifically to the one on New Year's Eve. I think one of the
problems that all the merchants on Wilshire Boulevard face is
the fact that the "tow away" signs are put out too early and as
a result, the customers are restricted from parking on
Wilshire even though the sign definitely indicates the "tow
away" hours.
Naturally, in order to have a parade on any street in Santa
Monica, it is necessary to put the signs out early so there will
not be too many cars towed away.
Be that as it may, you have a good point relative to Wilshire
Boulevard and possibly this is an action that should be brought
before your elected legislative body for its consideration.
As we have a very full agenda for the next Council meeting on
January 26, I will ask that your letter be placed on the Agenda
for the following meeting under "communications" so that if the
members of the Council wish to take any action, they can do so.
That Council meeting will be held on February 9, 1971 at 7:30
p. m. This will also give the administration ample time to make
any presentations or recommendations that they may have
concerning the total picture of parades.
