used on the preceding four parking structures,
The specifications fo-r Parking Structure No. o
require the use of °Chem-Comp" cement in all concrete
floor slabs. This is a special cement, the use of which
~-reatly reduces cracking in concrete slabs. It has been
However, it is a, relatively new product and is
somewhat erratic in the time it -requires to 'reach design
strength. ^lhis snakes it difficult for the contractor to
schedule succeedirg concrete pours. Fo-r this, as well as
other reasons, the suppliers of transit mix concrete in
this area - specifically, Livingston-Graham, Inc., and
Consolidated Roek Products - are not trilling to supply
Chem-Comp concrete for Parking Structure No. 6. I
personally spoke today to NIr. Cipparror_e, Vice President
of Consolidated Rock Products, and N?r, fiighland, an
executive of Livingston-Graham, and they both informed me
that their companies t~rould not be *.nrilling to supply Chera_
Comp for this project.
The contractor, Kemp Bros., has stated that he
is willing to set up a concrete batch plant to supply Chem-
Com_p concrete to the project. A suitable location for this
plant is available a,t the Corporation Yards adjacent to the
refuse transfer station. This site is in the appropriate
zone and is -removed a considerable distance from the nearest
residential properties. The contractor and the adrninist'ra-
tion have agreed that X5,000 is a fa;r price for the con-
tractor to pay for the use of the City property.
Therefore, it is recommended that the City Council
be requested to authorize the use of not to exceed one acre
of Corporation Yards property by the contractor for a concrete
batch plant site, at a lump sum -rental fee of X5,000 for the
duration of the construction contract.
