SUBJECT: Final Map Approval
Introduction
This report transmits a Final Map for City Council approval of
the following condominium project:
TRACT ADDRESS DEVELOPER UNITS
36409 707 Ocean Avenue Scarborough, N.V. 45 (new)
Background
After public hearing and careful review of the record and staff
recommendations, the City Planning Commission approved the
Tentative Map for this project on January 15, 1979, and on
January 7, 1980 granted an extension to January 15, 1981. The
Coastal Commission gave approval on November 28, 1979. There
are twenty-two existing dwelling units on the property for which
a removal permit was denied by the Rent Control Board on August
29, 1980 and the applicants have filed a court action which is
still pending. No building permit has been issued.
The action of the Planning Commission was based on its finding
that the proposed subdivision should cause no substantial
environmental damage and is in conformance with all state and
local laws and regulations and applicable General Plan Elements.

The Final Map conforms to the Tentative Map. The License
Division reports that the developer has either paid or agreed
to pay the condominium tax. Approval by the County Engineer's
office has been received for the project.
Alternatives
State and City ordinances require approval of final subdivision
maps which comply with approved Tentative Maps.
Recommendation
Inasmuch as the Final Map conforms to the approved Tentative
Map and the tax has been paid or an agreement to pay executed,
it is respectfully recommended that the City Council affirm
the findings of the Planning Commission and approve said Map
by approving the attached Resolution.

AND APPROVING SUBDIVISION MAP OF
TRACT NO. 35x09
THE CITY COUNCIL OF THE CITY OF SANTA MOPIICA DOES RESOLVE
AS FOLLOWS:
SECTION 1. That the P4ap of Tract No. 36409 in the City of
Santa Monica presented by Chi-Hung Poon and L4ary Ming Chan,
managing directors of Scarborough, *I.V., aka Scarborough Inc.,
a limited liability company under the laws of the Netherlands,
Antilles, owner, being a subdivision for condominium purposes of
Lot 3 and a portion of Lot 2, Block A, The Palisades Tract, as
shown on Map recorded in Book 7, Page 154 of Maps, Records of
Los Angeles County, be and the same hereby is accepted and approved.
SECTION 2. That the City Clerk hereby is authorized and
directed to .endorse upon the face of said r4ap this order authen-
ticated by the Seal of the City of Santa r4onica.
SECTION 3. That the .City C1erY, shall certify to the adoption
