Background The tentative map was originally approved :November 20, 1978 and a one-year extension granted on November 5, 1979 with rent control approval as a condition of extension. On May 29, 1980 the owner's attorney requested a tolling of the time for expiration of the tentative map under a government code section providing for such tolling where a lawsuit is pending. The request was eventually tabled. On October 28, 1980 a further extension was requested to complete resolution of court action with the Rent Control Board. The request was denied by the Planning Commission and appealed 'by the owner.
