SUBJECT: Commercial Floor Limitation Ordinance.
_INTRODUCTION
This report transmits for second reading and adoption
an ordinance regulating the floor area o£ buildings in
commercial zones. This ordinance was introduced by the
City Council at the November 13, 1979, meeting as Item 8A.
BACKGROUND
This ordinance has been considered by the Council
ate its September 11, October 23, and November 13, meetings.
The ordinance as introduced contains several differences
from the draft version presented to Council:
1. The permissible floor area ratjo of three
times the commercial lot area is established for all
CA, CP, and C-4 districts; no special district is established
for Wilshire Boulevard.
2. The exclusion of areas devoted to off street
parking £rom the total adjusted floor .area has been deleted.
3. The inclusion of one-half of the area adjacent
or adjoining alleys as part of the commercially zoned lot
area has been deleted.
4. The area devoted to residential uses that are
computed at one-half of actual floor area is limited to
that area used for apartments. N~~

The pros and cons of the various alternatives have been
fully explored in previous staff and commission reports
and in the various public hearings, and are not repeated here.
ALTERNATIVES
The Gouncil may adopt the ordinance as introduced,
modify it and reintroduce it, or reject it.
RECOMMENDATION
It is respectfully recommended that the Council hold
a public hearing on the ordinance as introduced. If the
Council determines to adopt the ordinance as introduced, it
may do so at this meeting. If the Council determines to
modify the ordinance, it should reintroduce it, and
set it for second reading at a future meeting.

November 27, 1979
As a person vitally interested in the welfare of our community, I
have reviewed the staff report and proposed ordinance scheduled
for second reading as Item 8A on the November 27, 1979, calendar.
I have taken the liberty of asking B. Thomas Barnard to incorporate
certain specific language in the ordinance, which gives the Planning
Commission and Council full discretion and permits parking at or
below grade level to be excluded in the computation of adjusted floor
area. It also clarifies the question of apartment unit use.
It is my hope that the Council will favorably consider amending the
ordinance, re-introducing it fir first reading and then adopting it
as a compromise.
