Monica Boulevard Street Resurfacing Project for Proposition 1 B Funding Recommended Action Staff recommends that City Council: 1. adopt the attached resolution approving the Santa Monica Boulevard Street Resurfacing Project for Proposition 1 B (Transportation Bond) funds; and 2. add the Santa Monica Boulevard Street Resurfacing Project to the capital improvement program FY 08/09 budget. Executive Summary Proposition 1B funds have been allocated to the City of Santa Monica in the amount of $1,465,667. Proposition 1B funds are allocated through the. State Budget Bill (SB 78 and 88) and include .$550 million for cities in FY 2007/08. All Proposition 1 B funds appropriated in FY 2007/08 must be expended within three years of receipt (June 30, 20,11). The resurfacing of Banta Monica Boulevard will. provide the opportunity for the. City to meet deadlines and requirements for the use of Proposition 1 B funds. Additional funds will need to be identified for the Ocean Park Boulevard Streetscape project in future fiscal years. Following Council action, funds will be appropriated to the FY 08/09 capital improvement program budget. Discussion In November 2006, the voters in the State of California adopted the Highway Safety, Traffic Reduction, Air Quality, and Port Security Bond Act of 2006 (Proposition 1 B). The State Legislature intends that the proceeds of bonds will be deposited in the State's "Transportation Fund", and shall be used to fund the mobility, safety, and air quality improvements over the next decade. Total bonds issued amounted to $19.925 billion. The State appropriated $950 million in the Local Streets and Road Improvement, 1 Congestion Relief, and Traffic Safety Account of 2006 for apportionment to cities ($550 million) and counties ($400 Million). The allocation to cities and counties is determined by the most recent population estimate prepared by the State of California Department of Finance. The City of Santa Monica has been allocated $1,465,667 in .Proposition 1B funds in FY 2007-2008. FY 2007-2008 Proposition 1B funds must be spent within a three year time frame, which means that all funds received by the City must be spent by June 30, 2011. All Proposition 1 B funds were originally programmed to the Ocean Park Boulevard Streetscape Project. Staff is currently finalizing its analysis of the project to ascertain which aspects of the project are eligible for this. funding source. Staff will return with recommendations to fill the Ocean Park Boulevard project funding gap as part of the Fiscal Year 2009/2010 capital improvement project budget. Proposition 1B funds shall be used for improvements to transportation facilities that will assist in reducing local traffio congestion and further deterioration, improving traffic flows, or increasing traffic safety that may include, but not be limited to, street and highway pavement maintenance, rehabilitation, installation, construction and. reconstruction of necessary associated facilities such as drainage and traffic control devices, or the maintenance, and rehabilitation, installation, construction and reconstruction of facilities that expand ridership on transit systems, safety projects to reduce fatalities, or as a local match to obtain state or federal transportation funds for similar purposes. Staff is proposing that the 1B funds. be used for the Santa Monica Boulevard Street Resurfacing Project for street reconstruction. -The project will provide maintenance and repair to the existing asphalt street and concrete curbs, gutters and sidewalks from Lincoln Boulevard to Cloverfield Boulevard. The scope of maintenance work consists of asphalt overlay, slurry sealing, re-striping, construction of concrete bus pads, sidewalk 2 removal and reconstruction, curb and gutter removal and reconstruction and tree root pruning. Financial Impacts & Budget Actions The project proposal and resolution will be forwarded to the State. Upon project approval, the State of California's Department of Finance will forward $1,465,667 to the City iri a lump sum payment. These funds will. be appropriated to the.
