.Subject: Authorized Representatives of the City and the Redevelopment Agency in
Dealing with the California Office of Emergency Services and the Federal
Emergency Management Agency
Recommended Action
Staff recommends that the City Council and the Redevelopment Agency adopt the
attached resolutions designating City and Redevelopment Agency authorized
representatives in dealing with the California Office of Emergency Services (OES) and
the Federal Emergency Management Agency (FEMA).
Executive Summary
The City and the Redevelopment Agency have undergone several staff changes since
adopting resolutions in 2000 to establish both City and Redevelopment Agency
authorized representatives for transactions with OES and FEMA. The attached
resolutions update these resolutions and reflect position titles rather than individual
names to eliminate the need for further resolutions of this type. There is no
finandial/budget impact as a result of the recommendation.
Discussion
During a declared state and federal disaster, the City and the Redevelopment Agency
are entitled to receive reimbursement authorized by the Stafford Act of 1974 (PL 93-
288), as administered by FEMA and OES and both the City and the Redevelopment
Agency must adopt resolutions designating representatives for purposes of signing
official documents. The City Council adopted Resolution 9559 (CCS) on August 8,
2000, and the Redevelopment Agency adopted Resolution 469 (RAS) on October 1Q,
2000. The attached resolutions update these resolutions and designate the City
Manager/Executive Director, Assistant City Manager, Deputy City Manager, Assistant to

the City Manager for Management Services, Assistant to the City Manager for
Community & Government Relations, Fire Chief/Director of Housing and Economic
Development, and Emergency Services Coordinator as official representatives of the
City and the Redevelopment Agency.
Financial Impacts & Budget Actions
While there is no immediate financial impact at this time, the revised resolutions ensure
the City and the Redevelopment Agency's continued ability to request reimbursement
from FEMA and OES for disaster related expenses.
