Robert Trimborn, Acting Airport Director Subject: Authorization to use of the City Seal on the DC-3 Monument Recommended Action Staff recommends that the City Council authorize the use of the Seal of the City of Santa Monica on the DC-3 Monument as part of a monumentsign as envisioned in the conceptual drawing previously presented to the City Council Executive Summary The plans and specifications for the DC-3 Monument are nearing completion. A significant element of its design is the monument sign facing the intersection of Donald Douglas Loop South and Airport Avenue (directly across the street from Airport Park). As envisioned, the monument sign will include the name of the aircraft "Spirit of Santa Monica," the City Seal, and "Douglas DG-3 Monument" in cast bronze. The DC-3 Monument will be conveyed to the City of Santa Monica during dedication ceremonies set for February 28, 2009. This report requests City Council authorization to use the Seal of the City of Santa Monica -which will be prominently displayed at the center of the monument sign. Background On March 13, 2007, the City Council conceptually approved the development of the Douglas DC-3 Monument at the Southwest corner of the intersection of Airport Avenue and Donald Douglas Loop South at Santa Monica Airport. The Monument will be built by the Museum of Flying funded through private contributions. On October 2, 2007, the Board of Directors of the Employees Community Fund of Boeing California (ECF) voted to substantially underwrite the development of the DC-3 Monument with a $500,000 donation to the Museum of Flying. The ECF entered into a ~ 1 funding agreement with the Museum of Flying who will act as the developer of the monument project. Santa Monica based architect - Kristina Andresen, owner of Andresen Associates Architects is the architect of record for project. Locally based Morley Builders was selected by the Museum of Flying to act as the general contractor to construct the DC-3 Monument. Last May ECF commenced its fund raising efforts to raise additional funds for the construction of the DC-3 Monument Project. ECF would like the fund raising effort to not only to help recover the cost of the Monument's construction, but to also provide private individuals and corporations the opportunity to contribute to the construction of the Monument and have their. respective name(s) memorialized in the monument. ECF started with $500,000 pledged a challenge grant from the Employees Community Fund of Boeing California, the employee charity representing the personal payroll contributions of the 30,000 Boeing employees in California. This challenge. provides a dollar for dollar match for all contributions and name recognition on the Monument's Founders Wall. To date, contributions totaling nearly $90,000 have been received from more than 900 individuals. Additionally, the Employees Community Fund, a California nonprofit corporation and IRS Public Charity, commissioned the bronze statue of Donald W. Douglas and his dog Bar at a cost of $150,000. The sculpture is .being created by Yossi Gouvin, internationally known sculptor whose studio is located in the Santa Monica Art Studios at the Airport. Project Overview The following is an updated overview of the major components of the DC-3 Monument: • -The Spirit of Santa Monica Douglas Aircraft DC-3 will be mounted at the southwest corner of Airport Avenue and Donald Douglas Loop South facing Airport Park. The site is approximately 18,000 square feet. 2 • The aircraft will sit roughly 12 feet off the ground (for security and safety reasons) on three concrete columns in a climbing left turn above a concrete compass rose and. grassy knoll. The aircraft will have a distinct appearance of flying above a grass field surrounded by palm trees. The DC-3 will be subtly lit at night (both inside and out). • A circular concrete bench seat surrounding a bronze globe (in relief) will be located directly beneath the aircraft. Stainless steel donor name plaques will be attached to the back of the circular seat. • Informational display panels detailing the history of the DC-3 and the Douglas Aircraft Company will be located around the perimeter of the monument. • A 50 foot long by four-foot high concrete founders/monument sign wall bordered by two flag poles will be located in a planter in front of the aircraft. Stainless steel donor name plaques will be attached to the wall facing the aircraft. The monument sign will include the name of the aircraft "Spirit of Santa Monica," the City Seal, and "Douglas DC-3 Monument" on the street side of the wall. • The bronze statute of Donald Douglas and his dog Bar will stand on a marble base in the grass area in front of aircraft facing Airport Avenue. • Decomposed granite walkways, palm trees, four bench seats, lighted bollards, seating areas and a perimeter parking lot complete the main elements of the project Commission Review On September 22; 2008, staff presented the current design of the DC-3 Monument project to the Airport Commission. The Commission and the public expressed uhanimous & enthusiastic support of the project. Subsequently on October 20, 2008, staff and sculpture Yossi Govrin presented the project and Donald Douglas statute to a Special Joint Public Art Committee/Arts Commission meeting. The Commissioners were very interested in the project and asked thoughtful and meaningful questions regarding the various aspects of the project focusing mainly on the bronze Donald Douglas statute. The Commissioner's present voted to direct the Public Art. Committee to work with Yossi Govrin to complete the 3 administrative steps necessary for the inclusion of the statute into the City's art collection. Construction Schedule The building permit for the project was issued on October 16th. The Committee is in the final design stage and is in .the process of completing. its final cost estimate & value engineering of the project. If everything goes as planned, Morley Builders will break ground on November 18, 2008 and begin to diligently construct the monument. While the monument site is under construction; the volunteer DC-3 Restoration Committee will reconvene to begin the process of detailing of the aircraft in preparation of its move to the monument site -which will be done in two phases. The first phase will take place at its present location in the northeast aircraft tiedown area of the Airport and involve paint detail work and the installation of bird proofing materials to prevent birds from nesting in the, crevasses of the aircraft. The second phase will begin at the end of December and will involve moving the aircraft to the Santa Monica Air Center aircraft tiedown area directly across the street from the monument site. The aircraft will then be lifted onto jack stands and the mounting system will be installed. The DC-3 will then be thoroughly washed, waxed and prepped for its move to the monument site -which will take place towards the end of January. It vyill be subsequently rolled across Airport Avenue and then lifted by crane onto the three concrete pylons. Once mounted, the Committee plans to cover the DC-3 in a large parachute to protect it during the final stage of monument construction and to keep it under wraps prior to the monuments dedication. Dedication Date Currently the Steering Committee anticipates the dedication of the DC-3 Monument will take place during a gala event mid March (sixty-six years to the month after the aircraft rolled off the assembly line at the Douglas Aircraft Company planf at Santa Monica Airport). 4 Following its dedication, the DC-3 Monument and its associated art components will be presented to the citizens of the City of Santa Monica jointly by the Museum of Flying and .the Employees Community Fund of Boeing California. All of-the monument's improvements will be conveyed to the City of Santa Monica. The Airport Division will subsequently assume the responsibility of on-going maintenance of the Monument with the exception of the bronze statute of Donald Douglas -which would be maintained by the City's Cultural Affairs Division. Financial Impacts & Budget Actions The Employees Community Fund of Boeing California and private donors will substantially fund the construction of the DC-3 Monument through contributions to the Museum of Flying. The Airport will provide funding for incidental planting materials and minimal parking lot improvements. Staff estimates the cost for Airport Fund related improvements will be less then $10,000.00 taken out of Airport Avenue Streetscape Improvement CIP account. Prepared by: Robert D. Trimborn, Acting Airport Director Subject: Douglas DC-3 Monument Plaza -Project & Fund Raising Update Introduction On March 13, 2007, the City Council conceptually approved by unanimous vote the development of the Douglas DC-3 Memorial Plaza at the Southwest corner of the intersection of Airport Avenue and Donald Douglas Loop South at Santa Monica Airport. At that meeting, the Council was advised that the next phase of the project would be the development of working plans and drawings for the monument plaza. site, its public amenities and the aircraft mounting system. This report is intended to update the City Council on the project's status and fund raising efforts for it and advise the Council that a proposal for the development of the monument will be brought for the Council's consideration at a meeting in May 2008. Discussion Following the City Council's conceptual approval of the development of the .Douglas DC-3 Monument Plaza, the Museum of Flying convened a series of meetings with a DC-3 Monument Plaza Steering Committee in an effort to jump-start a fund raising effort to collect the necessary funds so that the monument could be constructed at no cost to the City. The Steering Committee includes the president of the Museum of Flying, the owner of the Santa Monica Air Center, the co-chair and a volunteer. from-the DC-3 Restoration Committee, the owner of Andresen Associates Architects, City staff (as ex- officio members) and the executive director of the Employees -Community Fund of Boeing California (ECF). 1 The ECF is anon-profit corporation with 501(c)(3) tax-exempt status based in Long Beach; California and is the successor to the Douglas Foundation which was established by Donald Douglas in 1947. ECF supports a variety of programs and cultural initiatives in cities and areas where employees of Boeing reside; an employee board of directors distributes funds with allocations based, in large part, on the amount of ECF member's.-contributions in each community and the comparative need. Recently, the ECF presented a check for $100,000 to the Santa Monica Historical Society Museum to fund an interactive exhibit celebrating the heritage of the Douglas Aircraft Company, which was founded in Santa Monica in 1920 and continued operations there for more than 50 years: The ECF has also been searching for an opportunity to develop a monument memorializing the .legacy of Donald Douglas and the Douglas Aircraft Company and has considered partnering with the Museum of Flying in the development of the DC-Monument Plaza. On October 2, 2007, the ECF's Board of Directors voted unanimously to underwrite Phase I development of the DC-3 Monument Plaza. The ECF desires to act as the developer of the monument and to provide the necessary funds for the project at no cost to the City including: the development of plans and specifications, inspection, construction and installation of the monument. ECF's goal is to present the completed DC-3 Monument to the City of Santa Monica during dedication ceremonies targeted for December 17, 2008, the anniversary of the DC-3's first flight. In exchange, ECF will request that the City accept the monument and operate and maintain it as City property. To accomplish its goal, ECF proposes. to contract with a local Santa Monica based architect for project design - Kristina Andresen, owner of Andresen Associates Architects. Ms. Andresen was an active member of the DC-3 Restoration Committee and is the architect who developed the attached Phase I Monument schematic design plan. ECF also proposes to contract with locally based Morley Builders to construct the project. To enhance the overall project, ECF entered into a contract with Yossie Gavin, a local artist based at the Airport, to create alife-size bronze sculpture of Donald Douglas that is proposed to become part of the DC-3 Monument Plaza complex. 2 ECF is planning to announce its fund raising campaign for the construction of the DC-3 Monument Project in May. ECF would like the fund raising effort to not only recover the cost of the monument's construction, but also. provide private- individuals and corporations the opportunity to contribute to the construction of the monument and have their respective name(s) memorialized in the monument. Staff anticipates bringing the Douglas DC-3 Monument Plaza project and ECF's proposal for it to the City Council for consideration in June 2008: Project Concept The DC-3 Monument Plaza will create an educational focal point and public gathering place directly across the street from Airport Park providing a complimentary historical context. As conceptually designed, the aircraft will be mounted ten feet off-the ground (for security and safety reasons) and subtly lit at night (both inside and out). Informational kiosks will be located at the base of the monument detailing the history of the aircraft and its unique relationship. to the City of Santa Monica, the Douglas Aircraft Company and its history and relationship with the City of Santa Monica and the Airport (see attached DC-3 Monument Plaza rendering). Due to the rapidly escalating cost of concrete and steel, it became necessary to phase. the monument project to keep it within budgetary limits. Phase I defers the construction of the large expansive concrete plaza, parking lot improvements and some of the plaza amenities. In place of the concrete plaza will be an interim grassy mount, a few of the display panels, flag poles, decomposed granite walkway and block wall/seating area. The Airport will fund the planting of the grassy area and minimal. parking lot improvements. Phase II will commence once the necessary funds have been raised for the completion of the Plaza as originally envisioned. 3 Next Steps The next-step of the DC-3 Monument Plaza project will be the development of the working plans and specifications for the monument plaza site, its public amenities and the aircraft mounting system. Staff will return to City Council in June 2008 with more detailed project schematic plans; specifications, and implementation proposals for review and approval. Prepared by: Robert D.
