Subject: Street and Park Lighting Project
Recommended Action
Staff recommends that the City Council:
1. award a construction contract to C.T.. & F., Inc, the best bidder, in the amount of
$1,125,295 plus a 10% contingency for a total of $1,237,825; and
2. authorize the City Engineer to issue any necessary change orders to complete
additional work within budget authority.
Executive Summary
The Street and Park Lighting Project consists of replacement of deteriorated series
electrical circuits and lighting on various streets with modern, reliable, multiple circuits
and lighting fixtures. Replacement of the existing high voltage street light systems will
provide a safer, energy efficient system that will reduce operation and maintenance
costs and improve performance and reliability. Funds are available in the current capital
budget.
Discussion
City Couhcil appropriates funds annually as part of the capital improvement program to
upgrade and improve existing street lighting infrastructure. This is a multi-year project
to modernize lighting that exists throughout the City by replacing deteriorated series
electrical circuits and lighting with modern, reliable, multiple circuits and lighting fixtures:
This project will upgrade existing street light systems at the following locations:
• 12t" Street -Georgina Avenue to Carlyle Avenue
• Euclid Street -Marguerita Avenue to Montana Avenue
• 14t" Street -San Vicente Blvd. to Montana Avenue
• 15t" Street -Georgina Avenue to Marguerita Avenue
• 16th Street -San Vicente Blvd. to Montana Avenue

• 17th Street -San Vicente Blvd. to Montana Avenue
® Wellesley Dr. - 17th Street to 18th Street
• Bryn Mawr Avenue - 16th Street to 18th Street
• Centinela Avenue -Wilshire Blvd. to Darlington
These nine locations have been identified by staff as a priority based on safety,
reliability and on-going maintenance considerations:
Contractor/Consultant Selection
Notice Inviting Bids was published in the Santa Monica Dailv Press on Wednesday July
30, 2008, and Thursday July 31, 2008. The Notice Inviting Bids was also posted on the
City's website. Nineteen contractors requested bidding documents, and twelve sealed
bids were received by the City Clerk's office and publicly opened. on August 28, 2008,
by the Deputy City Clerk. The bid results are as follows:

Bids were evaluated based on understanding. of the project's scope, direct experience
on similar projects, approach to the work, technical competence, qualifications of the
proposed staff, and the ability to meet the desired time frames. During bid review, the
City received a letter from CSI Electrical Contractors, Inc. requesting to withdraw their
bid due to a calculation error. City Attorney's Office reviewed this request and approved
the withdrawal of the bid.
C.T. & F., Inc. is recommended as the best bidder based on the quality of services
offered and experience. Recent similar projects include the Huntington Drive traffic
signals and streetlights for Los Angeles County; EI Toro Road traffic signals and lighting
for the City of Lake Forest; and various street lighting projects for the City of Los
Angeles and Huntington Park. All reference agencies reported the contractor's work
was completed in a timely and cost efficient manner while maintaining consistent
quality. The State Contractors' License Board also verified that the company's license
is current, active, and in good standing. Additionally, C.T. & F., Inc. has performed
similar work for the City of Santa Monica. City staff has reported that all work was
completed on time and within budget.
Public Outreach
Construction management and public outreach for this project will be provided by
Department of Public Works staff. Construction management will include: inspection of
the contractor's work during construction, verifying and controlling field changes and
unforeseen conditions, monitoring and mitigating impact as a result of the construction
activities, attending contractor's safety meetings, attending periodic progress meetings,
and maintaining all necessary inspection documentation relevant to the work conducted
during construction: Public outreach will consist of public notifications to adjacent
properties and the surrounding community on the scope of the project, potential impacts
and schedule, periodic updates and response to questions from the public.

Funds in the amount of $1,237,825 are available in 0020724.589000 (Street & Park
Lighting Retrofit).
