Subject: Pier Storm Drain Improvements
Recommended Action
Staff recommends that the City Council:
1. authorize the City Manager to negotiate and execute a professional services
agreement with RBF Consulting in an amount not to exceed $350,000, to provide
design services for the Pier Storm Drain Improvement Project; and
2. authorize the budget changes as outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
The Pier Storm Drain Improvement Project will upgrade the existing storm drain
infrastructure adjacent to the Santa Monica Pier and is the highest priority Measure V
funded project. RBF Consulting is recommended for design services associated with
.the implementation of this project. Funds for this service are available from Measure V:
Background
Clean Beaches and Ocean Parcel Tax (Measure V) raises revenues for the purpose of
implementing priority projects identified by the City's Watershed Management Plan. On
September 25, 2007, City Council conceptually approved priority storm water projects to
be funded by Measure V tax revenues, one of which is the Pier Storm Drain
Improvement project. The Pier Storm Drain basin is a small watershed (approximately
84 acres) located adjacent to Palisades Park bounded by Wilshire Boulevard, 4th Street,
Ocean Avenue and the Santa Monica Freeway, including the 3`d Street Promenade
area. On June 10, 2008 and June 24, 2008, City Council retained Psomas and Black &

Veatch, respectively, to assist City staff in the project management of the Pier Storm
Drain Project and the program management of the Measure V Program.
Discussion
At the Budget Study Session on May 21, 2008, Council directed staff to begin
implementation of the proposed projects listed under the. Measure V Fund expenditures.
As reviewed by Council on May 27, the highest priority of funding for Measure V is the
implementation of improvements at the Pier Storm Drain. The Pier Storm Drain
Improvement project consists of replacing the deteriorated storm .drainpipe under the
Pier and may included implementing drainage system improvements in the 1550 PCH
beach parking lot.
Contractor/Consultant Selection
On August 8, 2008, a Request for Proposals (RFP) was posted on the City's website
soliciting proposals for professional design services for the Pier Storm Drain
Improvement Project.. On August 26, 2008, four proposals were received from the
following firms: RBF Consulting, Penco Engineering, Willdan Engineering and Diamond.
West, Inc. A selection committee consisting of staff from the Water Resources Division
and the Civil Engineering Division reviewed the proposals. The selection criteria
included understanding of the project's scope, experience on similar projects,
qualifications of the proposed staff, capability to meet the project schedule and cost of
services, The selection committee recommends RBF Consulting to provide design
services for this project. RBF Consulting has extensive drainage system design
experience in marine environments similar to this project, an experienced project design
team, and the ability to complete the design of the project in an expeditious manner.
To expedite the delivery of this project, the City entered into an initial professional
services agreement with RBF Consulting in September 2008 in the amount of $69,340.
This agreement. provided funding for the preparation of preliminary design documents
for this project. It is anticipated that the preliminary design phase for the Pier Storm

Drain Improvement project will be completed by December 2008. It is now
recommended to execute a professional services agreement for final design services
and preparation of bidding documents. It is anticipated that final design services
authorized by this agreement will be completed by January 2009, with project
advertising and bidding occurring soon thereafter and construction anticipated to be
completed by June 2.009, following. receipt of bids and award of a construction contract
by City Council
It is anticipated that improvements to the Pier Storm Drain will eliminate all discharge of
runoff from the Pier Storm Drain during dry weather. Implementation of this project will
improve water quality; however, the overall improvement to water quality associated
with high bacteria levels is unknown as the Pier Storm Drain is not the only source of
pollution in this area. Therefore, in addition to design services for improvements to the
Pier Storm Drain, RBF Consulting will provide an analysis of additional sources that
may contribute to poor water quality adjacent to the Pier. This analysis is intended to
help identify other improvements that may be necessary to improve water quality in this
area.
Financial Impacts and Budget Actions.
Funds in the amount of $350,000 need to be appropriated from the Measure V Fund
balance into Account No. 0069010.589110 (Pier Storm Drain -Design). Funds in the
amount of $2,000,000 need to be appropriated from the Measure V Fund balance into
Account No. 0069010.589000 (Pier Storm Drain) for construction.
